Aloha Councilmembers,
It would be imprudent to sign the blank check for the Hele-On program at this point. Kindly send Resolution
304 to the Finance Committee for review. I can understand if you are intending to issue an indefinite
delivery/indefinite quantity type contract and then get individual quotes for the various task orders; however,to
sign a blank check without such a plan in place would put into question the financial integrity of the deal in my
opinion.
