Re: Operating Budget
The County of Hawai`i has been awarded $360,000 in federal funds from the U.S. Department of
. Justice, Office of Justice Programs. Funds will be used by the Office of the Prosecuting Attorney
to support innovative prosecution solutions for combatting violent crimes.
Enclosed is a resolution to enter into an agreement with the U.S. Department of Justice, Office of
Justice Programs to accept these funds. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $360,000 grant.
The Office of the Prosecuting Attorney requests that this bill be waived from the Finance
Committee and be placed on the October 2, 2019 Council agenda in order to expedite the receipt of

A. REQUEST:
A resolution to enter into an agreement with the US Department of Justice.
We are requesting the Council's permission to accept federal funds from the Department of Justice - Office of
Justice Programs, Bureau of Justice Assistance. The amount of funds accepted would be $360,000. These
funds will be used for the Innovative Prosecution Solutions for Combatting Violent Crime program. The
projected program period is 10/1/2019 thru 9/30/2021.
We are requesting to amend Ordinance 19-73 as amended, the Operating Budget for The County of Hawaii for
the fiscal Year Ending June 30, 2020. This would include amending the budget to appropriate the funds to the
project and creating a general ledger account and revenue account for the funds.
We are requesting the waiving of further reading so as to expedite this process as time is an issue for this
project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The funds would be used to pay for a Deputy Prosecuting Attorney, a Crime Analyst and a Case
Assistant's salaries and fringe benefits. It would also cover the cost of one trip for one staff to the West
Coast as well as a computer with accessories, and a desk phone. Four community agencies would
also be paid to provide some support services in Hawaii County with the goal of creating a better
coordination in the county to combat violent crimes.

Year 2: Continued Implementation of Action Plan and Prepare Final Analysis Report

number and severity of violent crimes.

Explanation: The Deputy Prosecuting Attorney will be funded at 15% of a current employee. The
Prosecutor's office will hire a full time case assistant and the Hawaii

waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
