Re: Operating Budget
The County of Hawai`i has been awarded $118,943.41 in federally-derived funds from the State of
• Hawai`i Department of the Attorney General. Funds will be used to reimburse the Office of the
Prosecuting Attorney for the purchase of desktop computers and software licenses.
Enclosed is a resolution to enter into an agreement with the State of Hawai`i Department of the
Attorney General to accept these funds. Also enclosed is a bill for an ordinance amending the
Operating Budget by appropriating this $118,943.41 grant.
The Office of the Prosecuting Attorney requests that this bill be waived from the Finance
Committee and be placed on the October 2, 2019 Council agenda in order to expedite the receipt of

A. REQUEST:
A resolution to enter into an agreement with the State of Hawaii Attorney General's office.
We are requesting the Council's permission,to accept federal funds that are provided by the State of Hawaii
Attorney General's office for the purchase of 59 desktop computers, 59 MS Office Pro Plus Licenses and 59
PDF Licenses.
We are requesting to amend Ordinance 19-73 as amended, the Operating Budget for The County of Hawaii for
the fiscal Year Ending June 30, 2020. This would include amending the budget to appropriate the funds to the
project and creating a general ledger account and revenue account for the funds. The Attorney General's office
will reimburse for the expenses.
We are requesting the waiving of further reading so as to expedite this process as time is an issue for this
project.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Office of the Prosecuting Attorney needs to replace 59 computers and software licenses, all of which were
purchased/between 2011 and 2014. These 59 computers will be used by Office of the Prosecuting Attorney
staff that complete criminal history work, as well as other work, on their computers.
These 59 computers will replace existing computers that are using Windows 7, which will not be supported after
1/2020. Microsoft will no longer publish security patches and updates for Windows 7 after end of life. CJIS
Security Policy 5.10.4.1 Patch Management states, "The agency (or the software developer/vendor in the case
of software developed and maintained by a vendor/contractor) shall develop and implement a local policy that
ensures prompt installation of newly released security relevant patches, service packs and hot fixes". Therefore,
the Prosecutor's office is in a situation of needing to replace all its computers

THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNITED STATES
DEPARTMENT OF JUSTICE PURUANT TO HRS 46-7, FOR A GRANT TO THE
OFFICE OF THE PROSECUTING ATTORNEY
Bill No. 104 : AN ORDINANCE TO AMEND ORDINANCE NO.
19-73, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF
HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2020.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
