REPORT NO 47 Councilmen • County of Hawaii Hilo, Hawaii The following are the recommendations of the Public Works Committee which were considered at its meeting of December 14, 1970: COMMUNICATIONS /fie,c?- No . 1012.1: AMENDMENTS TO ORDINANCE NO. 39 (TRAFFIC CODE) (C-1012/PWC-41) Deputy Corporation Counsel submits as requested, an ordinance establishing and designating: (1) Speed Limit Zone - Mamalahoa Highway, from Honokohau (Palani ) Junction to the Keauhou Junction, Kona; and (2) Crosswalk on Mamalahoa Highway in the vicinity of Ben Franklin Store in Kainaliu, Kona: Approve and recommend passage of Bill 761 on first reading. , -C- No . 102$.1: AMENDMENTS TO ORDINANCE NO. 39 (TRAFFIC CODE) (C-1028/PWC-42) Deputy Corporation Counsel submits as requested, an ordinance establishing and designating: (1) Through Streets - Kona Sea View Subdivision; and (2) Speed Limit Zone - Road to Honokohau Small Boat Harbor: Approve and recommend passage of Bill 760 on first reading. e - No. 1029 .1: AMENDMENT TO ORDINANCE NO. 39 (TRAFFIC CODE) (C-1029/PWC-42) - . .. . . No. ' - Late: DEC 1 6 1970 ... r • 0 PWC-47 - 2 - Dec . 14, 1970 ,Sa, C? - No . 1132: DRAINAGE PROBLEM AT KAPAAU ROADWAY NEXT TO CLAUDE CARVALHO'S PROPERTY, KAPAAU, NORTH KOHALA (TMK: 5-4-05 :36 ) CM-205 - Nov. 5, 1970 Meeting Chief Engineer informs that the County road crew will be requested to repair the County retaining wall and the short section of the Carvalho 's wall for total repair work for prevention of further undermining ; and guardrails and delineators will also be placed along the road . Estimated cost for the proposed work - $2, 000: Approve of the repair work and notify the property owner that he must keep the water course through his property clear so that there will no backing up of the flowage to cause future undermining of the walls or he will be held responsible for any future repairs. �No . 1134: UTILITY POLE INSTALLATIONS (Rec . 1/PWC-44) Mayor transmits a copy of HELCO's reply informing that the trimming of the eucalyptus trees from Kuhio Village Road towards Waimea Village has been completed and the poles set in place. Informs also that in the future, they will submit plans where poles are installed on or adjacent to County roadways for review by the Planning and Public Works Departments: Receive and file. Awe,- No . 1137: NO-PARKING ZONE ON ALIT DRIVE With the recent completionof the pedestrian walkway along the makai side of Alii Drive between Reuben's Restaurant and the Kona Hilton Hotel, Chief Engineer requests that Subsection (b)-6 (Kona) of Section 17-8, Ordinance No . 39, be amended bythe addition of the following no-parking zone : "--) On the makai side of Alii Drive in Kailua, Kona, from a point approximately 400 feet south of Hualalai Road to the junction of Alii Drive with the Kailua-Keauhou Middle • • PWC-47 - 3 - Dec . 14, 1970 No . 1137 Road (in the vicinity of the Kona Hilton (cont . ) Hotel) . Cr- No . 1139 : CAPITAL IMPROVEMENT PROJECTS BY COUNTY FORCES Chief Engineer requests Council approval to permit the Department of Public Works, through its own forces, to accomplish those projects included in Ordinance 192, 235 and 327 and Bill 754, when it is advantageous for County forces to perform capital projects within the $4, 000 - 815, 000 range, as per Sections 103-23, HRS : Approve request . C _ No . 1143 : IMPROVEMENT OF KAOHE HOMESTEAD ROAD Kongo Kimura, Pahoa, submits the following recommen- dations for the improvement of Kaohe Homestead Road : 1. That the County appropriate a matching fund of 525, 000 to supplement the State appropriation of 825,000 made by the 1969 session of the State Legislature, and pave the portion of the Kaohe Homestead Road owned by the County: Inform writer that the County has appropriated $25, 000 for the improvement of Kaohe Homestead Road and request the administration to ask the Governor to release the State 's matching fund . Hooton, Chairman, Highway Safety Council, recommends that the Traffic Ordinance be amended to establish a 35 mph speed limit for the Hilo Country Club Drive : Accept recommendation and refer to the Corporation Counsel to prepare the proper amendment . Hooton, Chairman, Highway Safety Council, recommends against the establishment of the proposed crosswalk in view of its close proximity to the recently approved crosswalk by the Ben Franklin Store: Receive and file . /L, C- No . 1154: INSTALLATION OF TRAFFIC LIGHTS ON MOHOULI-KINOOLE 8c MOHOULI-KILAUEA STREETS Ichio Tomiyama, Chairman, Hawaii School Advisory Council, requests assistance from the Council in seeing that the Kapiolani School traffic light project is expedited, and requests information on the status of this project : Inform writer that the adminis- tration is expediting the installation of traffic lights and request the Chief Engineer to give a status report of the project to the Hawaii School Advisory Council. 4s,u C _ No . 1156: REQUEST FOR STREET LIGHT - RICKARD PLACE, HONOKAA Councilman De. P-16' ) Chief Engineer submits for approval and adoption, a resolution approving, adopting and ratifying the final report for the subject improvement district, and authorizing him to call for bids on the basis thereof: Approve and recommend adoption of Resolution No . 300 . i CM-214C : CONSTRUCTION OF GRAVEL ROAD INTO HAWAIIAN ACRES AND ORCHID ACRES SUBDIVISION Refer to the Public Works Committee for consideration, the request of Mr. John Tan whether the County could construct ag ravel road into the Hawaiian Acres and Orchid Acres Subdivision: L,,,(2- No . 1111: HOMESTEAD ROAD WHICH EXISTS BETWEEN TMK: 1-7-1; 1-7-02; 1-7-19 ; 1-7-56 ; and 1-7-62, KURTISTOWN (M-19$) Chief Engineer transmits copies of their investigation report regarding the subject homestead road in the Kurtistown area. Submits cost estimates (not based on County standard requirements) as requested for opening up of the roadway - minimal improvement, 526,000 and paving of the entire access, $60,000: Request the Chief Engineer to write to Puna Sugar Company requiring that they keep the easement open and allowing Mr. Tan to clear the road on the other side because the cost for the County to do it to a point where they feel it would be adequate is beyond what the County can afford to pay. RESOLUTION Res. 297: KAILUA-KONA SEWERAGE SYSTEM, PHASE II Provides for the acquisition of land for the Kailua- Kona Sewerage System, Phase II, Job No. S-16$9, WPC- Hawaii 39, in Kailua, North Kona: (Intr.
