Re: Resolution 304-19
Enclosed is additional information to support Resolution 304-19. This resolution authorizes the
Mayor to enter into a three-year agreement to operate the Hele-On Bus Fixed Route Transit
Services. The selected contractor will provide drivers to operate County-owned buses for
specified routes and provide their own buses and drivers to service the remaining routes.
This Resolution is scheduled for the County Council meeting to be held on October 2,2019, at
9:00 a.m. Mr. Steven Hunt will be present to answer any questions.

A. REQUEST:
Please accept this additional communication for Resolution 304-19.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Mass Transit (MTA) is seeking fixed route transportation services to fulfill its island-wide public transportation
system. Due to an aging fleet, Mass Transit currently contracts with Polynesian Adventure Tours for drivers
(to operate County owned vehicles), and has two (2) additional contracts with Polynesian Adventure Tours
and Robert's Hawai'i for drivers and Contractor owned vehicles. This new contract will allow for efficiency
and streamlining by contracting with only one (1) vendor for drivers of County owned vehicles and drivers &
buses for Contractor owned vehicles. The Contractor will dedicate buses for individual routes. Contractor
performance pursuant to this procurement will be managed by MTA, including the right to supervise and
instruct bus drivers regarding day to day transit operations.
Management and administrative staff requirements in this procurement are 100% dedicated to the County's
fixed route transit program and MTA reservces the right to approve all key personnel. Key personnel include
an Operations Manager, Hele On Supervisor, Maintenance Manager, Dispatch Staff, Safety/Training
Manager.
MTA recognizes the importance of operating safe, clean, and maintained vehicles. For contractor owned
vehicles, the contractor is required to follow maintenance standards and all vehicles at pull out shall have
operable wheelchair lifts or ramps. Vehicles without a working lift/ramp shall be removed from service.
Vehicles will also be equipped with bicycle racks and camera equipment.
Overall, Hawaii County will be able to afford Hawaii Island's community an improved and consistent
transportation system.
