RESOLUTION NO. 341 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR
REIMBURSEMENT OF EXPENSES RELATING TO THE 2019 HAWAII ISLAND ALL
NATIONS POWWOW.
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC)
is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawai`i Island through sponsorship of festivals, programs, and special events
unique to this island; and
WHEREAS, BIRCDC is coordinating the 2019 Hawai`i Island All Nations Powwow to
be held September 21-22, 2019, with the theme "Honor the Earth"; and
WHEREAS, the goal of the powwow is to honor our host culture through a variety of
activities and to promote solidarity on issues that affect future generations; and
WHEREAS, the 2019 Hawai`i Island All Nations Powwow is an alcohol- and drug-free
event for the community that offers intertribal exhibition dancing, native arts and crafts,Native
American fry bread, community information, raffle fundraising, and public participation in cross-
cultural educational experiences; and
WHEREAS, BIRCDC is requesting funds as a reimbursement for the radio
advertisements, food booths, equipment rental, and other incidentals for the 2019 Hawai`i Island
All Nations Powwow; and
WHEREAS, the Department of Liquor Control supports organizations that provide drug-
free and alcohol-free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Resource Conservation and Development
Council for reimbursement of expenses relating to the 2019 Hawai`i Island All Nations Powwow.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
