RESOLUTION NO. 342 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE SAKADA
DAY CELEBRATION 2019.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawai`i Island through sponsorship of festivals, programs, and special events
unique to this island; and
WHEREAS, BIRCDC is working with committee organizers to organize the Sakada Day
Celebration 2019, which will be held in Pahoa on December 21, 2019, to celebrate the historical
significance and the contributions of Filipinos to Hawai`i's diverse and multicultural society; and
WHEREAS, Sakada Day Celebration 2019 will feature a ceremony recognizing the
surviving sakadas, exhibits of Philippine artifacts and apparel, a fashion show of Filipino attire,
presentations and photographs of plantation life, demonstrations of Filipino arts, crafts, food, and
entertainment from around the Island; and
WHEREAS, BIRCDC is requesting funds to cover expenses such as food, materials,
supplies, and awards for the Sakada Day Celebration 2019; and
WHEREAS, one of the goals of the Department of Research and Development is to
strengthen and preserve Hawai`i Island's communities and natural resources as an outstanding
location for business; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Research and Development to provide a grant to Big Island Resource Conservation and
Development Council for expenses related to the Sakada Day Celebration 2019.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
