Enclosed is a bill for an ordinance amending the Capital Budget to add an appropriation to
Ordinance 19-74,the Capital Budget, for their project titled"Kawili Street Shoulder
Improvements"and to appropriate $4,450,000 to the Capital Budget for this project.

A. REQUEST:
A bill to amend ordinance 19-74 by adding a project Kawili Street Shoulder Improvements to construct
roadway safety improvements for bicyclist and pedestrians accessibility and provide better access for
residents and students.
Total Project Cost: $4,450,000
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Infrastructure will increase safety for pedestrians and bicyclists. Project would provide better access for
residents and students between the University of Hawaii at Hilo and the Hawaii Community College
campuses. Improvements are targeted at the entrance of the University of Hawaii at Hilo and Maka'ala
Street.
