RESOLUTION NO. 351 19
A RESOLUTION APPROVING THE NOMINATION OF A NEW OFFICER TO THE
WESTERN INTERSTATE REGION BOARD OF DIRECTORS.
WHEREAS, the four County Councils that comprise the Hawai`i State Association of
Counties (HSAC), are each also members of the National Association of Counties (NACo), and
members of the Western Interstate Region (WIR), a NACo caucus comprised of the state
associations of counties in 15 member-states designated within the western region of the United
States; and
WHEREAS, Section 5C of the HSAC Bylaws states that Hawai`i is allowed two
members to serve on the WIR Board of Directors who are elected officials from a NACo
member county within the State of Hawaii, and are nominated by the HSAC Executive
Committee and approved by the individual Councils; and
WHEREAS, the HSAC Executive Committee at the 2019 HSAC Conference approved a
slate of executive committee members and nominees for the NACo Board of Directors and WIR
Board of Directors for the respective terms beginning July 1, 2019; and
WHEREAS, serving on the Board of Directors for NACo is City and County of
Honolulu Council Member Ikaika Anderson and County of Kaua`i Council Member KipuKai
Kuali`i, and serving on the Board of Directors for WIR is County of Hawaii Council Member
Herbert M. "Tim" Richards and County of Maui Council Member Kelly King; and
WHEREAS, at the August 26, 2019 HSAC Executive Committee meeting it was
reported that in addition to serving on WIR, Herbert M. "Tim" Richards is a presidential
appointment to NACo Board of Directors and that County of Kaua`i Council Member Mason
Chock expressed an interest to return to the WIR Board, where he has previously served; and
WHEREAS, the HSAC Bylaws require that each Council act on the proposed
nomination for WIR Directors; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI'I that it
hereby approves the nomination of Mason K. Chock, Kaua`i County Council Member, to serve
as a member of the WIR Board of Directors for the remainder of Fiscal Year 2019-2020.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the President and the Secretary of the Hawai`i State Association of Counties
Executive Committee.
