ROLL CALL: Present: Ms. Rebecca Villegas, Chair Ms. Karen Eoff, Vice Chair Mr. Aaron S. Y. Chung, Member Ms. Maile Medeiros David, Member Mr. Matt Kaneali`i-Kleinfelder, Member Ms. Ashley L. Kierkiewicz, Member Ms. Susan L. K. Lee Loy, Member Ms. Valerie T. Poindexter, Member Mr. Herbert M. "Tim" Richards, III, Member STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS The Chair directed the Committee to proceed to the next order of business, Statements from the Public on Agenda Items. The following individuals registered to speak and came forward when called by the Chair: Abraham Sadegh: Dwight J. Vicente: Comm. 463; and Comm. 464, comment. Comm. 463; and Comm. 464, comment. CHR. VILLEGAS: Seeing no more testifiers, at this time, I'll close testimony. And moving on to Communications, Mr. Clerk. PSC -6 September 17, 2019 COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 463: NOMINATION OF MARCELLA ST. AMBROGIO TO THE POLICE COMMISSION From Mayor Harry Kim, dated August 29, 2019, submitting for the Council's review and confirmation the above nomination. Requires Council Confirmation by: October 12, 2019 (Section 13-4(1), Hawaii County Charter) (Note: Comm. 463. 1, from Mayor Harry Kim dated September 17, 2019, was circulated.) MR. HENRICKS: So Madam Chair, my understanding is that the Mayor's Office or the Mayor will be withdrawing the nomination of Ms. St. Ambrogio to the Police Commission. Perhaps you could have Ms. Bautista come forward and provide us information on that at this time. (Note: At this time, Executive Assistant to the Mayor Rose Bautista came forward to address the members of the Committee.) CHR. VILLEGAS: Thank you, Ms. Bautista. MS. BAUTISTA: Yeah, good morning. Thank you for that, Mr. Henricks. At this time, the nominee has requested CHR. VILLEGAS: Actually, can I just request this real fast? Because in the interest of time, Mr. Schutte does have to—he's being called away for some work he needs to do. And so, would it be possible to go ahead and move on with his confirmation and then we'll return back? MR. HENRICKS: Okay, sure. Change Order As directed by the Chair and with no objection from the Council Members, of Business: the following item was taken out of order: Comm. 464: NOMINATION OF GUY SCHUTTE TO THE POLICE COMMISSION From Mayor Harry Kim, dated August 29, 2019, submitting for the Council's review and confirmation the above nomination. Requires Council Confirmation by: October 12, 2019 (Section 13-4(1), Hawaii County Charter) Page 2 PSC -6 September 17, 2019 Motion to Approve: Mr. Richards moved to recommend confirmation of the appointment of Mr. Guy Schutte to the Police Commission. Seconded by Ms. Poindexter. (Note: At this time, Executive Assistant to the Mayor Rose Bautista came forward to introduce and provide a brief narrative of the nominee to the members of the Committee.) CHR. VILLEGAS: Thank you, Ms. Bautista. Mr. Schutte, would you like to say anything before I open the floor to Council Members. MR. SCHUTTE: Good morning, and thank you for this opportunity. CHR. VILLEGAS: Aloha. Thank you. Vote on Comm. 464: The motion to recommend confirmation of the (Approved) appointment of Mr. Guy Schutte to the Police Commission was carried by the following voice vote: Ayes: Committee Members Chung, David, Eoff, Kaneali`i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, and Chair Villegas — 9. Noes: None. Absent: None. Excused: None. Committee Members spoke in favor of the appointment. CHR. VILLEGAS: Thank you, Mr. Schutte for your willingness to serve. The nomination of Guy Schutte moves to Council with a positive recommendation. Mr. Schutte, you are not required to be present for the final confirmation at Council in two weeks. MR. SCHUTTE: Yes, Ma'am. Thank you. Return to Order The Chair directed the Committee to return to the order of business. of Business: CHR. VILLEGAS: Ms. Bautista. MS. BAUTISTA: Yeah, I just want to reiterate what Mr. Henricks said, that the Mayor has withdrawn at the request of the nominee, Ms. Marcella St. Ambrogio to the Police Commission. And we'll be submitting another nomination for that vacancy soon. So, thank you. Page 3 PSC-6 September 17,2019 CHR. VILLEGAS: Thank you, Ms. Bautista. Mr. Clerk does that take of the business for that? ORDER OF The Chair directed the Committee to proceed to the next order of business, RESOLUTIONS: Order of Resolutions. (There were none.) BILLS FOR The Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. (There were none.) CHR. VILLEGAS: Motion to adjourn? ADJOURN- There being no further business, at 9:30 a.m., Ms. Lee Loy moved to adjourn MENT: the meeting. Seconded by Mr. Richards and carried by the following voice vote: Ayes. Committee Members Chung, David, Eoff, Kaneali'i-Kleinfelder, Kierkiewicz, Lee Loy, Poindexter, Richards, and Chair Villegas— 9. Noes: None. Absent: None. Excused: None. CHR.
