Enco age the Dept. of Parks &Recreation to institute a major tree planting program at all County parks and facilities under its control. 2. Encourage the Dept, of Public Works to implement a tree planting program on medians of County roads where deemed safe. 3. Ask the Dept of Research& Development—Energy Program: to prioritize County buildings facilities where solar electric should be installed, and to apply for funding from the federal Rural Electrification Program to support this. 4. Install more EV charging stations to encourage more use of electric vehicles. 5. Expedite the Hub &Spoke program in Puna to increase use of public transportation and lessen our dependency on personal vehicles. 6. Offer lower real property tax rates for conservation and native forest tax categories, to encourage retaining raw land in native forest 7. Offer financial incentives and/or grants for planting orchards and native trees on undeveloped land. 8. Restore the solar tax credit program for homeowners. 9. Use methane gas produced by the anaerobic digestion of green waste in order to operate a glass foundry that will convert recycled glass to a value-added product. 10.
