AN ORDINANCE AMENDING CHAPTER 17, ARTICLE 5, OF THE HAWAII COUNTY
CODE 1983, RELATING TO PLUMBING, BY ADDING A NEW SECTION
CONCERNING WATER CONSERVATION.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 17, Article 5, Hawaii County Code 1983,
is amended by adding a new section to be appropriately numbered
and to read as follows:
"Section 17- . Water Conservation.
a. Water supply faucets or valves shall be provided with
approved flow control devices which limit flow to a maximum
three gallons per minute; provided that showerheads and kitchen
faucets shall be provided with approved flow control devices
which limit flow to a maximum of 2.5 gallons per minute and
lavatory faucets shall be provided with such flow control
devices which limit flow to a maximum of 2.0 gallons per minute.
Exceptions:
(1) Hose bibbs or valves not used for a designated
fixture or equipment.
(2) Hose bibbs, faucets, or valves serving fixed
demand, timing, or water level control appliances, equipment or
holding structures such as water closets, pools, automatic
washers and other similar equipment.
(3) Emergency showers.
b. Tank -type water closets and water closets equipped with
flushometer valves shall have volume limiting devices or methods
which will limit the discharge to 1.6 gallonsperflush.
Urinals shall have volume limiting devices or methods which will
limit the discharge to one gallon per flush. When a
satisfactory Performance of thewatercloset or urinal cannot be
obtained with ..1.6 gallons or less Per -flush,. - or one .....gallon -or
less per flush, respectively, the administrative authority may
approve..a larger discharge.
C. Any new installation using Potable water for cooling
eguipment at a rate exceeding one gallon per minute, o
operating more than 10 hours in a twenty-four hour period, shall
be designed to recirculate or reuse the cooling water. Any
existing installation using Potable water forcoolingequipment
shall be exempt except where an expansion to the system requires
additional water usage."
SECTION 2. New material is underscored. In printing this
ordinance, the underscoring need not be included.
SECTION 3. If any provision of this ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without
the invalid provision or application, and to this end, the
provisions of this ordinance are declared to be severable.
SECTION 4. This ordinance shall take effect upon its
