REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: October 1, 2019 Re: Comm. No. 496/Res.No. 324-19 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawaii <br /> TIME: 4:55 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 324-19, reports as follows: <br /> Resolution No. 324-19 transmitted by Finance Director Deanna Sako, via Communication No. 496 dated <br /> September 13, 2019, authorizes the payment of funds of a later fiscal year and of more than one fiscal year <br /> for a multi-year lease of a seven-ton roller for the Department of Public Works. <br /> This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate monthly <br /> cost of$2,200. The County would own the'equipment at the end of the lease. <br /> Department of Public Works (DPW)Director David Yamamoto explained the various equipment being <br /> requested will replace those that are several years old. Mr. Yamamoto's understanding is that in 2018, there <br /> were no replacements requested, and DPW is now trying to replace equipment that are beyond the useful life <br /> of the machine or those that are difficult to find parts in order to repair them. The new equipment will <br /> support the ongoing operations for the Highway Maintenance Division and their efforts to clean and keep our <br /> roadways clear. <br /> Council Member Susan Lee Loy asked what projects are being lined up since Council Members would like <br /> to see their roadways and/or drainage ways taken care of within each of their districts. Mr. Yamamoto stated <br /> the Highways Division is putting together a list and the approximate cost for each of the projects within the <br /> different districts.
