Your Committee on Finance, to which was referred Bill No. 100, reports as follows:
Bill No. 100, transmitted by Council Member Matt Kaneali`i-Kleinfelder, via Communication No. 475
dated September 5, 2019, amends Chapter 2, Article 4, of the Hawaii County Code 1983 (2016 Edition,
as amended),by adding a new section relating to an annual revenue report.
The new section requires the Finance Director to submit to the Council detailed information on every
fee, rate, or charge established by administrative rule, ordinance, or a County board or commission on or
before January 31 of each year.
Council Member Matt Kaneali`i-Kleinfelder explained the purpose of adding this section is to give any
member coming into office or existing members of office the ability to see revenues being collected by
every county agency or department in the form of fees, rates, or charges. Mr. Kaneali`i-Kleinfelder
commented that there are so many different departments that it is hard to have a clear picture of what is
going on. He stated this yearly report will create transparency.
Finance Director Deana Sako commented that after speaking with Council Member Kaneali`i-
Kleinfelder, she found there are other counties doing yearly reports as well. The reports may not be as
detailed,but Ms. Sako stated they do have some of the needed information, and with the help of the
departments, Finance Department will be able to prepare the reports.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 100, and recommends
its passage on first reading.
