.41--if:;;;;.. <br /> COUNTY OF HAWAII ‘�' STATE OF HAWAII <br /> * �`�'��"���� :# � <br /> RESOLUTION NO. 356 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND <br /> RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR HAWAII <br /> ISLAND'S 2019 SAKADA DAY CELEBRATION. <br /> WHEREAS, Big Island Resource Conservation and Development Council (BIRCDC) is <br /> a 501(c)(3) nonprofit organization that conserves, enhances, and promotes the economic, <br /> cultural, and natural environment of Hawai`i by assisting residents with achieving sustainable <br /> development, broadened economic opportunities, enriched communities, and better lives; and <br /> WHEREAS, the Sakadas were Filipino contract workers who immigrated to Hawai`i <br /> between 1906 and 1946, and for a period of time became the largest ethnic workforce to execute <br /> the grueling and strenuous labor of Hawai`i's sugar and pineapple plantations; and <br /> WHEREAS, the Sakadas, who were often forced to endure discriminatory and <br /> exploitative practices by their plantation employers, played a lead role in the fight for labor <br /> equality across Hawai`i; and <br /> WHEREAS, in April 2015, Governor David Ige signed HB604 to establish December <br /> 20th of every year as "Sakada Day,"to formally commemorate and honor the sacrifices and <br /> courageous contributions of the Sakadas in shaping Hawai`i's history, economy, and culture; and <br /> WHEREAS, BIRCDC is requesting funds to host Hawai`i Island's annual Sakada Day <br /> Celebration in Pahoa on December 21, 2019, a free community event that will include a <br /> ceremony to recognize surviving Sakadas and Sakada legacies, along with cultural exhibits, <br /> presentations, demonstrations, food, and entertainment; and <br /> WHEREAS, the Department of Research and Development enhances the quality of life <br /> and sustainability of Hawai`i Island through programs related to community development, <br /> tourism, economic development, and agriculture; and <br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, <br /> Contingency Relief funds shall be transferred to an accepting County department/agency via <br /> resolution identifying the nonprofit organization and the specific program, project, event, <br /> activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> Contingency Relief funds from Council District 4 will be appropriated to the Department of <br /> Research and Development to provide a grant to BIRCDC for Hawai`i Island's 2019 Sakada Day <br /> Celebration. <br />
