Resoluti*ion No. 157
WHEREAS, the County of Hawaii will have to provide the impetus
toward economic growth of the Big Island; and
WHEREAS, it is incumbent upon both branches of the county
government to strive for more efficiency and less waste, thus
insuring a maximum return on our limited resources® and
WHEREAS, policies and programs should be examined and any
cost-saving directives implemented. It has been too often that
government has been criticized for its wastes and inefficiencies; an
WHEREAS , our present budget constraints may be the opportunity
for the re-evaluation and improvements to existing policies and
programs; and
WHEREAS, examples of tentative policy and program cost-savings
may be as follows
1® Require that a justification be submitted before granting
any automobile mileage and flat allowances,
2 . Curtail the number of County assigned vehicles to employees
subject to emergency recall® Probably it would be less
expensive to pay the mileage fees for any emergency
recall situations®
3. Implement a central , mo-t)r pool so that vehicles will be
available to anyone needing the use of one. Benefits
may result in the reduction of the number of vehicles in
inventory, less mileage payments and more vehicle
utilization.
WHEREAS, with revitalized policies and programs geared toward
maximum returns on limited resources the cost-savings may be the
step toward improved public safety programs and more capital
improvement programs,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests the Administration to review its
policies and programs for any possible area of cost-savings and
efficiency improvements.
BE IT FURTHER RESOLVED that the County Council realizes that
both the Administration and the Council will have to work in
consonance in providing the impetus toward economic growth on
the Big Island®
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a true copy of this resolution to the Honorable Herbert T.
Matayoshi, Mayor of the County of Hawaii.
