UREREAS, on July 2, 1977, after faithfully serving the County
of Hawaii for over 29 years, WALTER C. BENTO retired from government
service after an illustrious and dedicated career; and
WHLREAS, in WALTER's past capacity as Treasurer of the Depart-
ment of Finance, County of Hawaii, he was responsible and was the
inuovert or of many new ideas which gave the County and our people
improved efficiencies and services in such areas as motor vehicle
