WHEREAS, the opihi is a shellfish found only in the islands
of Hawaii and is a delicacy among the local residents; and
WHEREAS, the availability of opihi, especially from the shores
of the Big Island of Hawaii, has noticeably declined; and
WHEREAS, the County of Hawaii through the Hawaii State
Association of Counties and the State of Hawaii through the
University of Hawaii and the Department of Planning and Economic
Development have invested in a study on the protection of opihi
which cited four available methods for the management of opihi as:
1. Closed seasons
2. Bag limits
3® Size limits
4® Periodic closure of coastlines to opihi fishing; and
WHEREAS, the enforcement of any management method(s) would
fall under the jurisdiction and responsibility of the Division
of Fish and Game, Department of Land and Natural Resources,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that the Department of Land and Natural Resources is
requested to determine the optimal opihi management method(s)
and submit regulatory measures or statutory amendments for
immediate adoption which will enable a systematic revitalization
of opihi resources in the State of Hawaii.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit a true copy of this resolution to the Chairman of the
Department of Land and Natural Resources.
