Nesolution No.
WHEREAS, in order for the County of Hawaii to maintain a
sound economic portfolio, there must be programs for the develop-
ment of new industries and the expansion of existing industries; and
WHEREAS, the County of Hawaii must resolve its high unemploy-
ment and sugar industry problems in its quest for a healthy
WHEREAS, a forest -based industry has been presented as being
one of many viable industries that could provide the solutions
to the County's economic plight; and
WHEREAS, the Council of the County of Hawaii has reviewed
and adopted the report titled, "Hawaii Forestry Potential," by
Vern L. Gurnsey; and
WHEREAS, the State Administration's report titled, "Forestry
Potentials For Hawaii," expresses similar concerns for economic
development and expansion; and
WHEREAS, the State Administration has developed an industrial
forest conceptual plan and guideline proposal for the implementa-
tion of a timber industry; and
WHEREAS, the economic environment, the available resources,
and concerns of both the public and private sectors make for
the proper timing for a commitment toward the development of a
timber resource program,
OF HAWAII that both the State and County Administrations be
encouraged in their endeavors to implement the necessary programs
to develop a forest -based industry.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
remit true copies of this resolution to the Honorable George R.
Ariyoshi, Governor of the State of Hawaii; Mr. William Thompson,
Chairman of the Department of Land and Natural Resources; Mr. Hideto
Kono, Director of the Department of Planning and Economic Development;
the Honorable Herbert T. Matayoshi, Mayor of the County of Hawaii;
Mr. Sidney Fuke, Director of the Planning Department; and Mr. Clarence
Garcia, Director of the Department of Research and Development.
