We are recommending approval of this resolution. These two positions will be attached to the Operations Section of the County Transit Agency as a critical component of the third year Mass Transportation experimental project. The third year or final phase of the transit project will be a simulated County -operated system conducted under precisely con- trolled conditions. To this end, the current contract with Laupahoehoe Transportation Company has been modified to give an optimum balance of County management of bus operations while re- ducing its rises and minimizing set-up costs. Laupahoehoe Trans- portation Company will, under the terms of the modified contract, provide drivers and insurance. The County's responsibilities shall be the, management and maintenance of the bus system, fare collections, fuel and parts purchase, as well as the washing and cleaning of the buses. We anticipate that the initial projected savings will be, under this arrangement, $65,000 as opposed to the $130,000 originally projected. It should be noted, however, that the projected figure of $130,000 presupposes additional Federal grant funds to purchase additional buses for the Mauna Kea Beach Hotel routes, and thus must be con- sidered a long term goal. The immediate benefit of the new arrangement with Laupahoehoe Transportation Company. during this third experimental year will be a saving of $65,000.
