Resolution No. — 164
WHEREAS., the County of Hawaii has implemented a mass
transit program through the creation and operation of the Mass
Transportation Agency; and
WHEREAS, the County of Hawaii through the Mass Transportation
Agency has provided public transportation with Hele On buses at
reasonable cost to the members of the community, many of whom rely
upon the buses provided as a primary means of transportation; and
WHEREAS, the mass transit program in the County of Hawaii is
still in its developmental stages; and
WHEREAS, the mass transit program has operated for the past
two years under a contract with the Laupahoehoe Transportation
Company, Inc. the experience gained during this time has been
assessed and evaluated by members of the staff; and
WHEREAS, it is in the public interest that County government,
wherever possible and wherever consistent with quality service to
the public, seek to reduce the costs of public service in all
areas of operation; and
WHEREAS, it appears from data presented to this Council that
there is a reasonableprobability that a change in the method of
operation in the mass transit program from a system operated by an
independent contractor to a system operated directly through the
Mass Transportation Agency will effect substantial savings in
operations cost; and
WHEREAS, it appears to the members of the County Council that
as part of its effort to reduce the cost of public service, the
County of Hawaii should explore every reasonable means of reducing
its costs; and
WHEREAS, an interim program is a reasonable step in assessing
the feasibility of direct County operation of the mass transit
system; and
WHEREAS, an interim program for one year utilizing employees
on a contractual basis to test the feasibility of direct County
operation is a reasonable means to furnish data needed to reach a
final decision in the best interests of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it recommends to the Mass Transportation Agency
that it take appropriate steps to initiate the interim program for
one year to determine the feasibility of direct County operation
of the mass transit system.
