Funds for this project shall be provided from General Obligation Bonds, Capital Projects Fund—Fund Balance and/or Other Sources. Funds would be used to repair damage caused by Hurricane Lane to the Waiakea-Uka Flood Control Project. You folks, the department, requested a waiver to expedite the receipt of funds on this. So, could you just give us a rundown of what our County share is,just the portion that the Army Corps is paying, and then what our County cost is going to be? Just a summary. (Note: At this time, Public Works Director David Yamamoto came forward to address the members of the Council.) MR. YAMAMOTO: Good morning, Council. MS. DAVID: Good morning. Page 6 Hawaii County Council-22 September 18,2019 MR. YAMAMOTO: I'm David Yamamoto, Director of Public Works. This is an 80-20 match for the repair of the Waiakea Stream, the upper section between Puainako and Kawailani. The estimated cost of the project is between 3.5 and $4.5 million. So, we are asking for an appropriation of a million dollars to ensure that we have sufficient funds to cover our 20 percent match. MS. DAVID: Okay, great. Thank you. At this point, I yield. Bill 97: AMENDS ORDINANCE NO. 19-73, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2020 Increases revenues in the Federal Grants —SAFE Program account ($299,824); and appropriates the same to the SAFE Program account, bringing the total appropriation to $354,824. Funds would be used for response and victim services in cases involving crimes against women. Lieutenant, would you come forward just for a second, and give us a brief explanation on the urgency of this and this program? KURASHIGE: This program is, basically, for women ACTING CHR. EOFF: Excuse me, could you please identify yourself? MR. KURASHIGE: I'm Scott Kurashige. I'm a lieutenant with the Hawaii Police Department. The program that we're asking for is for the Violence Against Women MS. POINDEXTER: Madam Chair, we're having a very difficult time hearing. ACTING CHR. EOFF: Can you speak louder and right into the mic? Thank you. MR. KURASHIGE: It's a grant that we're looking at to help women with violence against women. So basically, it's a sexual assault program, and we have nurses in place to conduct forensic examinations and to gather evidence regarding a criminal act. And basically, the expedite is due to our funds are running out on the last grant. So, that's the reason why we're looking to expedite this. MS. DAVID: Thank you very much, Lieutenant. This is a very important and much needed program. MR. KURASHIGE: Yes, it is. MS. DAVID: So, we appreciate everything the department is doing for this, and I support this. MR. KURASHIGE: Thank you. Lieutenant Rio Amon-Wilkins. I'm actually with the Criminal Investigation Section—Hilo. I'm filling in for the lieutenant of the Juvenile Section who's not here today. This is basically just requesting for an additional $4,000. Page 9 Hawaii County Council-22 September 18,2019 We have an MOU (Memorandum of Understanding) with the University of Hawaii, Office of Public Health Studies. They work in conjunction with the four County police departments to conduct tobacco sales projects to minors throughout the State. I believe originally it was supposed to be a $12,000 budget. This would just increase it by $4,000 to $16,000. The MOU is actually in effect from September 3rd, 2019. So, that's the urgency. MS. DAVID: Thank you very much. Combatting sales to minors is also an urgency too, so I appreciate that. Mahalo. I ask for your support. MR. AMON-WILKINS: Thank you. ACTING CHR. EOFF: Okay, thank you. Anything to vaping, or just tobacco and cigarettes? MR. AMON-WILKINS: I believe they do try to do vaping products in some stores that do not sell cigarettes, yes. MR. Page 10 Hawaii County Council-22 September 18,2019 Res. 282-19: TRANSFERS/APPROPRIATES AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITS SAME TO A DESIGNATED FUND ACCOUNT TO PURCHASE MUSIC ARRANGEMENTS AND EQUIPMENT FOR THE HAWAII COUNTY BAND Transfers $5,000 from the Clerk-Council Services –Contingency Relief account (Council District 1); and credits to the following Department of Parks and Recreation, Hawaii County Band accounts: Other Current Expenses ($3,000) and Equipment ($2,000). Reference: Comm. 442 Intr. by: Ms. Poindexter Motion to Approve: Ms. Poindexter moved to adopt Res. 282-19. Seconded by Mr. Richards. ACTING CHR. EOFF: Go ahead, Ms. Poindexter. MS. POINDEXTER: Yes, I have our Band Director here, Mr. Arceo. And we know how important music is, not only—we just heard earlier from a testifier on your last stage of life and how it helps you relieve stress. It just does a lot for community health as well, our County Band. I believe music has a lot to do with community health. So, Mr. Arceo, I know that our County Band's budget was cut for some years now. And I was fortunate enough to come to one of your practices in one of those buildings that looks really bad right now. You desperately need a place. I know that these funds are not for that. Could you just give us a brief overview of your needs, overall? `Cause, I'm just wondering if maybe other Council Members would want to help. (Note: At this time, Band Director Paul Arceo, Department of Parks and Recreation, came forward to address the members of the Council, via videoconferencing from Hilo.) MR. ARCEO: Yeah, well,just to elaborate on the situation with the budget. In 2009, I believe, the County Band had a $12,000 budget total for both West Hawaii and the Hawaii County Band. It got slashed to $4,000, which means we couldn't buy any equipment. We haven't bought music supplies. So, how do we get the job done? We beg, borrow, and maybe not steal sort of, but we try to do our best with what we've got. And the $4,000 really doesn't go all that far. We're going to go to Waimea this weekend, and just the bus to go out to Waimea is over $400. That's over 10 percent of our budget. We have a copy machine, office supplies. A lot of stuff that should have been repaired cannot be because we don't have the budget for it. Page 11 Hawaii County Council-22 September 18,2019 As far as what else we could use, you name it. If you come down to our rehearsal space and you look at the condition of the building, you'd be shocked. Mr. Chung was there last week, I believe, and I pointed out some of the deficiencies in the building. We're fortunate to have what we have, but I know equipment and music, that's a big part. Also, positions. We have 16 unfunded positions here, out of 39, and 8 out of 18 out in Kona, and they've been unfunded since 2009. So, that's another thing. And each position is approximately $5,000, is what a musician makes per year. Any other questions? MS. POINDEXTER: Thank you. And I'll just open it up to other Council Members. But again, I'd just like to say that music definitely plays an important role in community health. And I thank you for all that you do MR. ARCEO: Thank you. MS. POINDEXTER: Making sure that we don't just fall off the face of the earth and we continue to do music. MR. ARCEO: Yeah, and thank you for your support in this resolution. MS. I was looking through the thing that you handed out here concerning GEMS (Girls Exploring Math and Science). And so, I'm looking forward to attending this `cause I want to learn how to do a hologram with my iPhone. I think that looks pretty cool. And I think I qualify `cause I am a card-carrying Girl Scout. VILLEGAS: I just am really excited to have this opportunity to support this work and the people that are doing it. I believe wholeheartedly that a lot of good is going to come from it. I am hopeful that someday it will be zero, but in the process I think that the momentum, the intention, and the collaboration that's being facilitated through this program is very powerful. And I'm really excited and honored to support everything you guys are doing. PATH (Peoples Advocacy for Trails Hawaii) is just really topnotch and, wow, how it's grown and spread its wings and connected and broadened and expanded really in some powerful ways. So, thank you for all that you're doing. It's a pleasure and honor and privilege to be able to provide some resources to support this program. ACTING CHR. EOFF: Thank you. MS. And thank you, Ms. Villegas along with Ms. Eoff Vision Zero was born out of a program that we started a few months ago, and I was really excited to champion that with Tina and our Planning Director through Resolution 89-19. And I think that collaborative effort, along with the multi- prong approach that the Council supported the work of Vision Zero and now is putting actionable money to ensure that this program really does what it's intended to do. So, Ms. Villegas, Ms. Eoff, thank you so much. I know my other colleagues will be supporting this a little bit more on future agendas, but I am Page 14 Hawaii County Council-22 September 18,2019 really excited on how Tina and our Planning Director have circled the wagons on this one and really going to make a big difference for our communities and reducing some of those sites with high-crash areas. I just wanted to take this time to mahalo everyone that showed up during Committee to express their support for this document, to everybody that emailed. I think everybody recognized that their hearts and voices and sentiments were lifted up in this document. I want to appreciate the Administration, specifically Director Diane Ley who is here, as well as members of the recovery team for all of their hard work in the background. And I think that this strategy gives them opportunity to showcase all of that work that's been going on behind the scenes. One of the big themes of the strategy is transparency, accountability, and wanting to set up that clear decision-making process. And I think with the adoption of this resolution and strategy, we'll be well on our way to establishing that. It also uses information as a tool of empowerment. And I believe the strategy was a driving factor in the publication of the Kilauea eruption risk assessment that was published to the recovery website today. I've also published a copy via my Council Member Facebook page. So, I encourage everybody to read it. It was a document that was produced by the Maui-based Pacific Disaster Center. It gives us an opportunity to understand the risks and vulnerabilities associated with living on active volcanoes. Lastly, I think what this strategy does is it helps to position us to bounce forward. It's going to strengthen resiliency of our communities. And most importantly, I see this as a shift in how we do business as government. This document really puts forward the notion that everything we do needs to be community-driven and government-supported for programs and initiatives to really take a foothold and to have that longevity and for us to really have a fighting chance if we want to revitalize Puna and our island home. Now, Councilman Kaneali`i-Kleinfelder is coming in with that aid, but really the lead for that has come with the two Councilwomen as far as getting to the Legislature and working with our Legislature to get us the funding that we need for our recovery. One of the thingsI went down there and helped towards the end as well—they wanted the assurances that this would be going towards recovery, and it is. They wanted the assurances that we'd have oversight coming forward, and we do. And Page 19 Hawaii County Council-22 September 18,2019 again, kudos out to Research and Development for helping champion and get this forward. But I think the recovery is going to be something that's going to be probably used as a case study, as is the response to the volcano. Because, this is stuff that is not in the textbooks, and so the book's been written as we've gone along. I'm the Director for the Department of Research and Development, and we appreciate the fact that the Committee waived the review of this request. The need to expedite this was due to an oversight on R&D's (Department of Research and Development's) responsibility to move this forward in a more timely manner, which pretty much relates back to the transition in our leadership in the office and responsibilities. And so, we have picked it up to put it on our calendar for next year so we are more timely in coming to this body for this request. But basically, what we'd like to do is enter into an agreement with the Corporation for National and Community Service. That is, basically, our AmeriCorps Volunteers in Service. So, many people are familiar with the Peace Corps, which is the nation's external-to-our-country volunteer force. It goes out and works in other countries where there is poverty and need to uplift communities and individual families. And so, the AmeriCorps Volunteers in Service to America is our local program. And so last year, we contracted with them, and this year again we'd like to do so.
