+iYOFN,'• COUNTY OF HAWAII `�'-'-�Yt=*h STATE OF HAWAII RESOLUTION NO. 361 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE 2019 SAKADA DAY CELEBRATION. WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment of Hawai`i Island through sponsorship of festivals, programs and special events unique to this island; and WHEREAS, on April 9, 2015, the Honorable Governor David Ige signed into law HB604 dedicating December 20th as Sakada Day, providing a long-awaited formal recognition of this very important part of the Filipino community; and WHEREAS, the fifth annual Sakada Day Celebration will be held in Pahoa town on December 21, 2019, to honor, showcase, and commemorate the legacy of 125,000 sugar and pineapple plantation workers (sakadas) recruited from the Philippines between 1906-1946 by the Hawai`i Sugar Planers Association; and WHEREAS, BIRCDC is requesting funds for food, refreshments, printing programs, posters, souvenir booklets, Sakada awards, Philippines Exhibit and Plantation Historical displays for the 2019 Sakada Day Celebration; and WHEREAS, one of the goals of the Department of Research and Development is to support sustainable agricultural practices by promoting education opportunities designed to build skills and capacity in the farming community and to support local, national, and international promotion of locally produced agricultural products; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 6 will be appropriated to the Department of Research and Development to provide a grant to Big Island Resource Conservation and Development Council to assist with the 2019 Sakada Day Celebration.
