Re: Operating Budget
In the current Budget Ordinance 19-73, $150,000 is appropriated in the Prosecuting Attorney's
Substance Abuse Prevention Coordination account. Additional federally-derived funds in the
amount of$110,000 is being provided by the State of Hawaii Department of Health, Alcohol and
Drug Abuse Division to fund salary and program expenses.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Office of the Prosecuting Attorney's Substance Abuse Prevention
Coordination account, bringing the total appropriation to $260,000.
The Office of the Prosecuting Attorney is requesting that this bill be waived from the Finance
Committee and be placed on the November 6, 2019 Council agenda in order to expedite the receipt
of these funds. If there are any questions,please do not hesitate to call Lee Lord of the Office of

A. REQUEST:
We are requesting the Council's permission to accept federal funds passed through the State of Hawaii
Department of Health, Alcohol and Drug Abuse Division. The amount of additional funds accepted would be
$110,000. This would make our total amount for this fiscal year to be $260,000. Currently we have only
$150,000 appropriated for FY20. These funds will be used to pay for salary and program costs.
We are requesting to use an existing Revenue account 010.3309.37 and expense account 010.271.5272.02
"Coordination of a Substance Abuse Prevention System"
We request to amend Ordinance 19-73 as amended, the Operating Budget for The County of Hawaii for the
fiscal Year Ending June 30, 2020
We are requesting the waiving of further reading so as to expedite this process as time is an issue for this
project.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The grant money is to be used for community organizing, evaluation and planning of a substance abuse
prevention system within the County of Hawaii. The eventual goal being to decrease the usage of county
resources including police, fire, emergency medical response, prosecutors, public safety, etc., by having less
people abusing alcohol and drugs.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on

Additional Comments about Grant: This is modification#7 for this grant, it extends and funds the grant for
another year. It pays for 10% of the Program Manager and 50% of the Special Projects Coordinator's
salaries and fringes. Also pays for supplies, program activities, training, etc.
