RESOLUTION NO. 379 1.J
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME
HAWAII FOR ITS 2019 PU'UHONUA WELLNESS CAREER, TECHNOLOGY, AND
EDUCATION PATHWAY NETWORK PROGRAM.
WHEREAS, Going Home Hawai`i is a 501(c)(3) nonprofit organization whose mission
is to assist justice-involved Hawai`i Island men, women, and youth with reintegration into
community life through employment, education, training, and appropriate services; and
WHEREAS, Going Home Hawai`i's 2019 Pu'uhonua Wellness Career, Technology, and
Education Pathway Network is an educational partnership with Blueprint for Change and
Hawai`i Community College offering free long-distance learning certified courses for formerly
incarcerated native and non-native Hawaiian persons and their at-risk family members 15 years
of age and older; and
WHEREAS, year-long courses such as Practical Farm and Ranch Skills, Greenhouse
Technologies, and Business Basics for the Beginner Farmer are offered free of charge and
certificates are given to students who complete the courses; and
WHEREAS, Going Home Hawai`i is requesting funding assistance to cover the costs
associated with the learning site and incidentals that may arise during the course session; and
WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to support
programs that improve the criminal justice system by identifying areas of need and working
collaboratively with other criminal justice agencies and the community by employing early
intervention initiatives to improve the quality of life on the Big Island; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 2 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to Going Home Hawai'i for its 2019 Pu'uhonua
Wellness Career, Technology, and Education Pathway Network program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
