4ZYOFh, ,• COUNTY OF HAWAIIi- v,-''•;:,i/ *- STATE OF HAWAII .7;4 4 OF•H::s RESOLUTION NO. 3S0 19 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE JAPANESE COMMUNITY ASSOCIATION OF HAWAI`I'S 2019 BUNKA NO HI PROGRAM. WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a 501(c)(3) nonprofit organization and an economic development agency that is dedicated to serving the needs of the greater community; and WHEREAS, HCEOC is working in partnership with the Japanese Community Association of Hawai`i (JCAH) to coordinate the JCAH 2019 Bunka No Hi, a biennial program celebrating Japanese culture in Hawai`i, that will be held on November 16, 2019; and WHEREAS, the JCAH 2019 Bunka No Hi program is open to the general public, highlighted by an Omikoshi parade, and will include activities such as calligraphy, Shichi-Go- San, washi chigiri-e, tea ceremony, origami, ikebana, bonsai, mochi pounding, and other cultural demonstrations; and WHEREAS, HCEOC is requesting funds to cover expenses for activity supplies, venue rental, and other incidentals related to the JCAH 2019 Bunka No Hi program; and WHEREAS, the Department of Liquor Control supports organizations and programs that provide drug-free and alcohol-free events for the community; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 2 will be appropriated to the Department of Liquor Control to provide a grant to Hawai`i County Economic Opportunity Council for the Japanese Community Association of Hawai`i's 2019 Bunka No Hi program. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
