WHEREAS , the appointees and elected. officials of
the County of Hawaii are compensated by County funds; and
WHEREAS, the range and scope. of that compensation is
presently established by a pay grade encompassing multi-
stepped system which affords great flexibility and
.insufficient guidelines to the appointing authority; and
WHEREAS , appointees and elected officials should be
compensated within a salary range on the same basis as
employees of bargaining units to assure a sensible
relationship to an adequate scheme of compensation for
the work they do; and
WHEREAS , the development of an appropriate compensation
plan for appointees and elected officials will necessitate
the careful consideration and study by a disinterested body
of advisors; and the Mayor , by authority of Article IV,
Section 4®4 of the Charter of the County of Hawaii, has
the power to appoint advisory commissions ,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the Mayor, with the approval of the
Council, immediately appoint an advisory commission by
authority granted under Section 4-4 of the Charter for the
purpose of developing an appropriate compensation plan for
appointees and elected officials to be considered for
incorporation into the Salary Ordinance for 1978;
