WHEREAS,
the Waimea-Kawaihae Road is a vital segment of the
transportation network of the County of Hawaii in that.:
(1) it is the most direct route from the Hilo, Hamakua,
and South Kohala districts to historic Kawaihae; and
(2) it is the most direct route from the Hilo, Hamakua,
and South Kohala districts to the recreational offerings
of Kawaihae, Mauna Kea Beach, Hapuna Beach, Puako, and
Ana.ehoomalu; and
(3) it is the most direct route from the Hamakua and South
W.
Kohala districts to Kawaihae Harbor and industrial
Kawaihae; and
(4) it is the most direct route for the Hamakua and South
1 Kohala district residents who are employed in the tourist
industry of Kawaihae and in commercial Kawaihae; and
(5) it is a widely used segment of an alternate scenic
route between Hilo and Kona; and
WHEREAS, this segment of highway, after years of use, repairs,
and improvements, remains to be basically a narrow, winding road
with curves, grades and narrow shoulders; and
WHEREAS, this segment of highway has been the site of 35
accidents (3 fatalities) in 1975, 22 accidents in 19 7 6 and 43
accidents (2 facilities) in 1977; and
WHEREAS, the Department of Transportation and the Hawaii
State Legislature have long recognized a need to construct a

realigned highway between Waimea and Kawaihae, Hawaii, as evidenced
by prior appropriations in 1967? 1968 , 1969, 1971, and 1976; and

WHEREAS, the Department of Transportation has designed a
highway extending from the vicinity of the Waimea airport to
Kawaihae; and
WHEREAS, the archaeological survey and salvage is scheduled
to begin in April 1978 followed by right-of--way work in mid-1978;
and
WHEREAS, by a readjustment of CIP priorities within the
Department of Transportation, it possible to commence incremental
construction of the new Waimea-Kawaihae Road by 1981; and
WHEREAS, funding for such incremental construction may be
made available by a transfer of funds between projects is of the
Department of Transportation; and

WHEREAS, such a transfer of funds authorized by statutory
amendment, should only be exercised at the request of the Depart-
ment of Transportation; and
WHEREAS, it in the apparent best interests of the people
of the County of Hawaii that the Waimea-'Kawaihae Road be completed
as expeditiously as possible,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that t* takes this means to urge the Department of
Transportation to assign a higher priority -to the construction
of the V?ai,mea=-,Kawaiha.e Road and actively seek statutoryauthority

for a transfer of CIF funds to permit by 1981, commencement of
incremental construction,
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be and is hereby authorized and directed to transmit copies of
this resolution to the Honorable George Ariyoshi, Governor of the
State of Hawaii- the Honorable John Ushi j roma, President of the
Senate; -the Honorable James .W,a.katsuki r Speaker' of the House of
Representatives p and to Mr,- R, Higashionna,r Director of the
Department of Transportation,
