WHEREAS, the Wai-mea-,Kawalhae Road is a vital segment of the
transportation network of the County of Hawaii in that:
(1) it is the most direct route from the Hilo, Hamakua,
and South. -*Koh.ala districts to historic Kawaihae; and
(_2) it is the 'most direct route from the Hilo, Hamakua,
and South Koh.dla districts to the 'recreational offerings
of Kawaihae, Mauna Kea Beach,. Hapuna Beach, Puako, and
Anaehooma lu; and
.(3) it is the most direct route from the Hamakua and South
Koh ala districts to Kawaihae Harbor and industrial
Kawaihae;' and
(4) it is the most direct route for the Hamakua and South
Kohala district -residents who are employed in the tourist
industry of Kawaihae and in commercial Kawaihae; and
(5) it is a widely used segment of an alternate scenic
-- route between Hilo and Kona; and
WHEREAS, this segment of highway, after' years of use, repairs,
and improvements, remains to be 'basically a narrow,, winding road
with blind curves, steep grades and inadequate shoulders-' a potentially
hazardous highway claiming 35 accidents in 1975 (3 fatalities) ,
22 accidents in 1976, and 31 accidents (1 fatality) thus far in
1977; and
WHEREAS, the Department of Transportation and the Hawaii
State Legislature have long recognized a need to construct a realigned
highway between Waimea and Katiraihae, Hawaii, as evidenced by prior
appropriations in 1967, -1968, 1969 , 1971, and 1976; and
WHEREAS, the Department of Transportation has designed a
highway extending from, thevicinity of the Waimea airport to
Kawaihae; and
WHEREAS,, the 'Department of Transportation is currently
negotiating for an archaeological survey, the results of which.
may have a bearing on' the' final selected route; and
WHEREAS, the Department of Transportation projects fiscal
year 1984 as the probable construction commencement date; and
WHEREAS, it is in the apparent best interests of the people
of the County of Hawaii that the Waimea-Kawaihae Road be completed
as expeditiously as possible,

NOW, THEREFORE F, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it takes this means to urge the Department of
Transportation* and the Hawaii, State Legislature. to assign a higher
prior`ty to the funding and construction of the WaimeaKawaihae Road
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be and is hereby authori-zed and directed to tra s it copies of
this: resolution to the' Honorable George Ariyoshi,: Governor of the
State of Hawaii; the 'Honorable John Ush ," 'ma..., President of the
Senate the 'Honorable James' Wa,katsuki,. Speaker of the House of
Representatives*; and to Mr. E Alvey Wright, Director' of the
Department of Transportation.
