WHEREAS , the Hawaii State Plan, as mandated by the 1975
Hawaii State Legislature to be submitted to the 1978 Legislature
for consideration, is designed to direct the orderly and controlled
development of the State of Hawaii; and
WHEREAS, the major concept of the plan is to assure each
person and group the opportunity to determine their lifestyles
and to pursue their goals and ambitions within the legal parameters
established by society; and
WHEREAS, the Hawaii State Constitutional Convention will be
convening during the summer of 1978 and may be addressing itself
to the creation and functions of the county governments; and
WHEREAS , the consequences of the Constitutional Convention
may have major ramifications that would drastically affect the
provisions of the Hawaii State Plan,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it requests the State Legislature to defer their
deliberations on the Hawaii State Plan till the results of the
1978 Constitutional Convention can be considered simultaneously
with the Hawaii State Plan®
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to the Honorable George Ariyoshi,
Governor of the State of Hawaii; the Honorable John Ushijima,
President of the Senate; the Honorable James Wakatsuki, Speaker
of the House; the Honorable Stanley Hara, Senator; the Honorable
Richard Henderson, Senator; the Honorable Jack Suwa, Representative;
the Honorable Yoshito Takamine, Representative; the Honorable
Minoru Inaba, Representative; the Honorable Herbert Segawa,
Representative; the Honorable Katsuya Yamada, Representative;
and the Honorable Herbert Matayoshi , Mayor of the County of
Hawaii.
