Resolution
WHEREAS , in March 1977 , Big Island Rancher Richard Smart
proposed to numerous State officials his intent to establish a
trust to build a first-class hospital in Waimea; and
WHEREAS, this attractive offering which included the donation
of as much as 200, 000 acres of land was also made known to the
Waimea-Kawaihae Community Association in May 1977 ; and
WHEREAS , in December of the same year Governor George R.
Ariyoshi and Mayor Herbert T. Matayoshi both gave their blessing
towards this project which in turn caused the creation of an Ad
Hoc Planning Committee to study what type of additional health
care facility and services would be needed for the districts of
Hamakua and Kohala; and
WHEREAS, a hospital strategically located in South Kohala would
conveniently serve a growing populace and an expanding economically
viable area, and also benefit the people in the Hamakua and Kohala
districts ; and
WHEREAS, an acute care facility as proposed along with the
retention of the Honokaa and Kohala Hospitals for extended and
emergency care would enhance the delivery and the availability
of the needed medical services for those areas .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it endorses the acceptance of this generous offering and
urges the Ad Hoc Planning Committee to expedite its findings in order
that a firm commitment can be made to Mr . Smart.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
remit true copies of this resolution to Governor George R. Ariyoshi ;
Senate President John T. Ushijima; Speaker of the House James H.
Wakatsuki ; Mayor Herbert T. Matayoshi ; Director of Health George
Yuen; and Richard Smart .
