RESOLUTION NO. 384 19
A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL
RESOURCES PRESERVATION MAINTENANCE STEWARDSHIP GRANT TO
HO`OMALU KA`U.
WHEREAS, Section 10-16 of the Hawai`i County Charter (2018) provides for a Public
Access, Open Space, and Natural Resources Preservation Maintenance Fund; and
WHEREAS, Section 10-16, subsection(a) provides in part that the purpose of this fund
is "to preserve the land, promote public safety, and maintain a healthy stewardship"; and
WHEREAS, Section 10-16, subsection (h) provides for a stewardship grant program,
which allows 501(c)(3) nonprofit organizations to apply for funding for grant-in-aid projects that
will be utilized for public safety, maintenance and preservation of lands acquired using the
Public Access, Open Space, and Natural Resource Preservation Fund; and
WHEREAS, Communication No. 535, issued by the Director of the Department of Parks
and Recreation on October 1, 2019, submitted for the Council's consideration four applicants for
stewardship grants for various properties that have been acquired by the County using the Public
Access, Open Space, and Natural Resources Preservation Fund; and
WHEREAS, Communication No. 535.1, issued by the Director of the Department of
Parks and Recreation on October 17, 2019, submitted Ho`omalu Ka`u's amended budget and
recommendation that the organization has the ability to complete the project according to its
plans; and
WHEREAS, Ho`omalu Ka`u submitted an application to continue providing land
stewardship and cultural education for the Kahua Olohu, Kaunamano, Ka`u property (TMK: (3)
9-5-012:005); and
WHEREAS, the Council finds that awarding a stewardship grant to Ho`omalu Ka`u will
allow it to clear the 13-acre parcel, replace fencing to secure the property along the highway, and
acquire tools and equipment for long-term maintenance; and
WHEREAS, this grant will also assist with the implementation of the ultimate goal of
preparing the land for cultural education, malama `aina stewardship, with a vision of Makahiki
events being held at this site in the future; and
WHEREAS, the Council further finds that awarding a stewardship grant to Ho`omalu
Ka`u will benefit the community-at-large by demonstrating that maintenance fund monies can be
utilized to "preserve the land, promote public safety, and maintain a healthy stewardship" of
those properties that have been acquired using Public Access, Open Space, and Natural
Resources Preservation funding; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,
pursuant to Section 10-16 of the Hawai`i County Charter (2018), the Council hereby approves a
Public Access, Open Space, and Natural Resources Preservation Maintenance Stewardship Grant
in the amount of$24,250 to be awarded to Ho`omalu Ka`u for the purpose of protecting,
preserving, and restoring the Kahua Olohu, Kaunamano, Ka`u property (TMK: (3) 9-5-012:005).
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of the Department of Parks and Recreation and the Director of Finance.
