os y,' <br /> COUNTY OF HAWAII �� ''�-��' !=t► STATE OF HAWAII <br /> .OFN:..w�N�.�`. <br /> • ,TE <br /> RESOLUTION NO. 385 19 <br /> A RESOLUTION TO AWARD A PUBLIC ACCESS, OPEN SPACE, AND NATURAL <br /> RESOURCES PRESERVATION MAINTENANCE STEWARDSHIP GRANT TO <br /> KOHANAIKI `GHANA. <br /> WHEREAS, Section 10-16 of the Hawaii County Charter (2018) provides for a Public <br /> Access, Open Space, and Natural Resources Preservation Maintenance Fund; and <br /> WHEREAS, Section 10-16, subsection (a) provides in part that the purpose of this fund <br /> is "to preserve the land, promote public safety, and maintain a healthy stewardship"; and <br /> WHEREAS, Section 10-16, subsection (h) provides for a stewardship grant program, <br /> which allows 501(c)(3) nonprofit organizations to apply for funding for grant-in-aid projects that <br /> will be utilized for public safety, maintenance and preservation of lands acquired using the <br /> Public Access, Open Space, and Natural Resource Preservation Fund; and <br /> WHEREAS, Communication No. 535, issued by the Director of the Department of Parks <br /> and Recreation on October 1, 2019, submitted for the Council's consideration four applicants for <br /> stewardship grants for various properties that have been acquired by the County using the Public <br /> Access, Open Space, and Natural Resources Preservation Fund; and <br /> WHEREAS, Communication No. 535.1, issued by the Director of the Department of <br /> Parks and Recreation on October 17, 2019, submitted Kohanaiki `Ohana's amended budget and <br /> recommendation that the organization has the ability to complete the project according to its <br /> plans; and <br /> WHEREAS, Kohanaiki `Ghana submitted an application to provide land stewardship <br /> and cultural education for `O`oma Beach in North Kona(TMK: (3) 7-3-009:004); and <br /> WHEREAS, the emphasis of this grant request is on shoreline preservation, education <br /> and regularly scheduled work days and beach cleanups with several local schools, where students <br /> will focus on native plant identification, hylaeus bee monitoring, native bird watching, and learn <br /> the importance of re-planting native species and protection of the strand vegetation; and <br /> WHEREAS, the Council finds that awarding a stewardship grant to Kohanaiki `Ghana <br /> will allow it to continue its management efforts, which have provided the following benefits: <br /> (1) monitoring and protecting native flora and fauna; (2) restoration of an ancient historical trail; <br /> (3) coastal maintenance; (4) propagation and out-planting of native coastal plants; and (5) <br /> collaboration with the community to achieve the above goals to enhance and solidify the <br /> community component of this project; and <br />
