Mtf os... •• <br /> COUNTY OF HAWAI`I STATE OF HAWAI`I <br /> 4TE.OFN'� <br /> RESOLUTION NO. 396 19 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAII ALLIANCE <br /> FOR COMMUNITY-BASED ECONOMIC DEVELOPMENT TO ASSIST WITH <br /> EXPENSES FOR A TWO-DAY WORKING MEETING OF THE VIBRANT HAWAII <br /> ISLAND LEADERSHIP COUNCIL. <br /> WHEREAS, Hawai`i Alliance for Community-Based Economic Development is a <br /> 501(c)(3) nonprofit organization which will provide the structure to convene a network of multi- <br /> sector stakeholders representing government, education, business, philanthropy, social service, <br /> faith-based organizations, and community members; and <br /> WHEREAS, the 2016 Asset Limited, Income Constrained, Employed (ALICE) report <br /> published by Aloha United Way shows 61% of Hawai`i Island households either live below the <br /> Federal Poverty Level (FPL) or have income above the FPL but not high enough to afford a <br /> basic household survival budget; and <br /> WHEREAS, Hawai`i Alliance for Community-Based Economic Development <br /> stakeholders are collectively focused on the goal of poverty reduction, which will positively <br /> affect our island's economic capacity, health outcomes, educational attainments, and our <br /> community vitality; and <br /> WHEREAS, Hawai`i Alliance for Community-Based Economic Development is hosting <br /> a two-day working meeting of the Vibrant Hawai`i Island Leadership Council on November 15- <br /> 16, 2019, at the Kohala Institute, the goal of which will be to synthesize data and develop a <br /> timeline and deliverables for the next 12 months toward the presentation of a draft 3-5 year <br /> poverty reduction strategy for Hawai`i island; and <br /> WHEREAS, Hawai`i Alliance for Community-Based Economic Development has <br /> requested funds for expenses associated with website/technology support, awareness campaign <br /> materials, and operational supplies for the two-day working meeting; and <br /> WHEREAS, the Department of Research and Development facilitates the development <br /> of a sustainable economy that enhances the standard of living of residents and the viability of <br /> businesses; and <br />
