RESOLUTION NO. 347 19
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE AUTISM
SOCIETY OF HAWAII TO ASSIST WITH EXPENSES RELATED TO THE
11TH ANNUAL SURFERS HEALING HAWAII EVENT IN HILO.
WHEREAS, The Autism Society of Hawai`i is a 501(c)(3) nonprofit organization
dedicated to serving persons with or affected by the autism spectrum disorder and developing
opportunities to improve their well-being; and
WHEREAS, Surfers Healing is a national organization created for the purpose of
allowing autistic and otherwise disabled children to experience the healing and calming effects
of the ocean and surfing; and
WHEREAS, Surfers Healing—Hawai`i Island Chapter, in conjunction with The Autism
Society of Hawai`i, is sponsoring the 1 lth Annual Surfers Healing Hawai`i event at Richardson
Ocean Park in Hilo on November 30, 2019, to provide children with autism and other disabilities
the experience of surfing and being in the ocean; and
WHEREAS, The Autism Society of Hawai`i is requesting funds to offset the travel
expenses for two professional surfers who will provide assistance at this event; and
WHEREAS, the Department of Parks and Recreation creates partnerships with other
recreation providers and community organizations to facilitate services and opportunities that are
responsive to the community's needs and interests; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of
Parks and Recreation to provide a grant to The Autism Society of Hawai`i for expenses related to
the 11th Annual Surfers Healing Hawai`i event in Hilo.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
