J.51 <br /> Os k4'",' <br /> 4!.. .''ice•. <br /> COUNTY OF HAWAII •� �''�=�.�/ •- STATE OF HAWAII <br /> RESOLUTION NO. 400 19 <br /> A RESOLUTION TO NOMINATE THE NORTH KOHALA ENTERPRISE ZONE FOR <br /> RE-DESIGNATION BY THE GOVERNOR. <br /> WHEREAS, the State of Hawai`i previously designated the District of North Kohala as <br /> an Enterprise Zone for a twenty-year period, pursuant to Chapter 209E, Hawai`i Revised <br /> Statutes, and Chapter 6 of Title 15, Hawai`i Administrative Rules; and <br /> WHEREAS, Section 31-1, Hawai`i County Code 1983 (2016 edition, as amended) states <br /> that the purpose of designating an area as an enterprise zone is to stimulate business and <br /> industrial growth, as well as providing State incentives such as a seven-year exemption from <br /> general excise taxes on gross proceeds from all business conducted within an enterprise zone, <br /> and an eighty percent income tax abatement the first year; and <br /> WHEREAS, this designation, that has proven to be economically beneficial to the <br /> District of North Kohala, will expire in April of 2020; and <br /> WHEREAS, the County of Hawai`i desires to continue to stimulate business and <br /> industrial growth in the district, by seeking re-designation of the North Kohala Enterprise Zone <br /> for another twenty-year period; and <br /> WHEREAS, in addition to incentives afforded by the State, the County of Hawai`i will <br /> offer qualified North Kohala businesses that participate in the Enterprise Zone Program and <br /> undertake construction in the zone, a three-year exemption from property tax increases resulting <br /> from their new construction; and <br /> WHEREAS, the proposed re-designated North Kohala Enterprise Zone will exclude <br /> areas in the present zone that are no longer eligible for inclusion as a result of the 2010 United <br /> States Census and pursuant to Chapter 6 of Title 15, Hawai`i Administrative Rules; now, <br /> therefore, <br />
