COUNTY OF HAWAII •� �''�=�.�/ •- STATE OF HAWAII RESOLUTION NO. 400 19 A RESOLUTION TO NOMINATE THE NORTH KOHALA ENTERPRISE ZONE FOR RE-DESIGNATION BY THE GOVERNOR. WHEREAS, the State of Hawai`i previously designated the District of North Kohala as an Enterprise Zone for a twenty-year period, pursuant to Chapter 209E, Hawai`i Revised Statutes, and Chapter 6 of Title 15, Hawai`i Administrative Rules; and WHEREAS, Section 31-1, Hawai`i County Code 1983 (2016 edition, as amended) states that the purpose of designating an area as an enterprise zone is to stimulate business and industrial growth, as well as providing State incentives such as a seven-year exemption from general excise taxes on gross proceeds from all business conducted within an enterprise zone, and an eighty percent income tax abatement the first year; and WHEREAS, this designation, that has proven to be economically beneficial to the District of North Kohala, will expire in April of 2020; and WHEREAS, the County of Hawai`i desires to continue to stimulate business and industrial growth in the district, by seeking re-designation of the North Kohala Enterprise Zone for another twenty-year period; and WHEREAS, in addition to incentives afforded by the State, the County of Hawai`i will offer qualified North Kohala businesses that participate in the Enterprise Zone Program and undertake construction in the zone, a three-year exemption from property tax increases resulting from their new construction; and WHEREAS, the proposed re-designated North Kohala Enterprise Zone will exclude areas in the present zone that are no longer eligible for inclusion as a result of the 2010 United States Census and pursuant to Chapter 6 of Title 15, Hawai`i Administrative Rules; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in accordance with Section 31-3, Hawai`i County Code 1983 (2016 edition, as amended), the Council nominates the District of North Kohala for re-designation as an Enterprise Zone in the County of Hawai`i. BE IT FURTHER RESOLVED that the Council authorizes the Mayor to submit an application to the Department of Business, Economic Development and Tourism, for processing and a recommendation to the Governor, for the re-designation of the North Kohala Enterprise Zone in accordance with the attached map and descriptions of the proposed boundaries, marked Exhibit A. BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i shall transmit copies of this resolution to the Honorable David Ige, Governor; the Honorable Harry Kim, Mayor; and Mike McCartney, Director of the Department of Business, Economic Development and Tourism.
