Re: Operating Budget
In the current Budget Ordinance 19-73, $600,000 is appropriated in the Civil Defense State
Homeland Sec Pgm FYI account. Additional federally-derived funds in the amount of$164,500
is being provided by the State of Hawaii, Department of Defense to support efforts to prevent,
protect and respond to all threats and hazards within the context of terrorism.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Civil Defense State Homeland See Pgm FYI account, bringing the total
appropriation to $764,500.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii has received funds from the Department of Homeland Security, Federal Emergency
Management Grants Program for FY 2019. The State Department of Defense has allocated an additional
$164,500.00 designated to enhance the capability of state and county agencies to prevent, protect, and
respond to incidents of terrorism, but also supports all threats and hazards within the context of terrorism.

Purpose of Grant: HSGP is a core assistance program the provides funds to build capabilties at the State
