Re: Operating Budget
The County of Hawaii has been awarded$769,895 in federal funds from the U.S. Department of
Justice. Funds will be used by the Office of the Prosecuting Attorney to support their 2019 SAKI
Investigation and Prosecution program.
Enclosed is a resolution to enter into an agreement with the U.S. Department of Justice to accept
these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by
appropriating this $769,895 grant.
The Office of the Prosecuting Attorney requests that this bill be waived from the Finance
Committee and be placed on the November 20, 2019 Council agenda in order to expedite the
receipt of these funds. If there are any questions, please do not hesitate to call Lee Lord of the

A. REQUEST:

A resolution to enter into an agreement with the US Department of Justice.
We are requesting the Council's permission to accept federal funds from the US Department of j
Justice in the amount of $769,895 for the periods 10/1119 through 9130121. These funds will be used
to pay for two positions in the OPA, a Deputy Prosecutor and an Investigator as well as fringes for
these positions. The funds will cover overtime for NPD to assist in investigations. A mandatory
training and associated travel expenses will also be covered. Additionally there is $10,000
included in this grant for DNA analysis and/or testing.
We request to amend Ordinance 19-73 as amended, the Operating Budget for The County of
Hawai'i for the fiscal Year Ending June 30, 2020.
This would include amending the budget to appropriate the funds to the project and creating a
general ledger revenue account and expenditure account. The name of the program is "2019 SAKI
Investigation and Prosecution".
We would like to request that this resolution and bill be waived from the Finance Committee and be
placed on the November 20 Council agenda in order to expedite the receipt of these funds.

waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
