Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating $64,172 into the Office of Housing and Community Development's Workforce Innovation and Opportunity Act Rapid Response 20-21 program account. This appropriation reflects funding allocations received from the Department of Labor and Industrial Relations for the Program Year(PY) 2019. No County General Funds are involved. The bill sets up the proper accounts to receive and expend the WIOA funds. The Office of Dousing and Community Development(OHCD) indicates that the funds will be in rapid response and layoff aversion activities in Hawaii Island. The OHCD requests that this resolution and bill be waived from the Finance Committee and be placed on the November 20, 2019 Council agenda, so that the funds will be available for use as soon as possible.
