STVR Applications 1 , 150 Nonconforming use certificates 2,850 Permitted zone registrations 4,000 Applications Location: 2,600 West Hawai'i and 1 ,400 East Hawai'i Permitted Zone: 2,300 West Hawai'i and 550 East Hawai'i Nonconforming : 300 in West Hawai'i and 850 East Hawaii i 900 applications processed and about 50 denials * Data is not precise because hundreds of applications await digital entry into tracking/file system. .....................................................................................................................................I Board of Appeals 8 Board of Appeals Cases — it's just the beginning . • Majority related to post-1976 State land use agricultural district land restriction • Shoreline violation (SMA issues) • Illegal and unpermitted structures Planning Department staffs the Board of Appeals • 4 X the amount of legal and appeals-related documents to process & transmit under deadlines. • Transcriptions of hearings will be daunting . Current Staffing Impacts Additional Staff • FY 2018-2019 2 STVR Clerks, 1 STVR Planner • FY 2019-2020 3 LUPCs (TAOL) + Volunteers Workflow Adjustments • Multiple staff from other divisions assigned processing of STVR applications. • Everyone affected by the workload. Overtime • Planning Department has incurred about $62,000 in overtime for first quarter of fiscal year. • $32,000 specifically related to STVR applications • Expect this to continue to at least the end of the year. Only a few offer positive endorsement Vast majority dislike STVRs in their community NUC is a "grandfathering" provision.
