CHUNG: Before we go on to the rest of our agenda, Mr. Clerk, I understand that David, our cameraman, is going to be leaving us, right? Could you give him a proper sendoff? I think we should do it right now;people are here. MR. HENRICKS: Yes, that is true. CHR. CHUNG: Sorry to hit you cold like this. MR. HENRICKS: No, that's fine. I work much better unprepared. David Alvarez has been with us for five years or more, providing services to make sure that our meetings are broadcasted, livestreamed, brought to Na Leo so people can watch now in the future on television. I think he's missed one meeting. CHR. CHUNG: David, why don't you go over there right next to Jon so that people can see you. MR. HENRICKS: Oh, please. He wouldn't mind, yeah. We've been very proud to have David with us, and he's, you know, the thing that he does is, most importantly, he's very skilled. He knows what he's doing. But most importantly, he cares. It comes through in the work he does. It means so much to him to make sure that the meetings go out there to the public so the public can participate and be there with the Council and the work that the Council does. We're going to miss him tremendously. He's moving on. He's staying in public service. He's going to go work for—may I say? Is it okay?Na Leo Television. So, he'll still be with us in a way, and our loss is their gain. He's still in the community, though. He's a great young man. He has a great young family. He's taken a very important step in his life, and we really congratulate him and we appreciate all the time that he's shared with us over the years. He's leaving us in good hands. So, we will continue on as will he. Thank you, David, for all the many years of excellent service. We really truly appreciate it. CHR. I don't really interact with our camera people too much, but what I really like about David, among other things, is that I like to start at nine o'clock sharp. I think you guys know that, right? Seconded by Ms. Eoff. CHR. CHUNG: Discussion? Ms. Poindexter. MS. POINDEXTER: We've heard a lot of testimony from our previous meting in Kona and also today, so I don't think I need to say much more. And you know how I feel about supporting this and what we need to do as County-government leaders is starting to take action, whether it be in policy changes or creating new policy so that we can address this critical emergency. So, I'll leave it at that, and I just ask for my colleagues' support on this. I'll yield at this time, Chair. Thank you. CHR. CHUNG: Okay. Anyone else? Ms. Eoff MS. EOFF: Thank you. And thank you, Ms. Poindexter, and thank you to all the testifiers for being with us today. I think even though we are a small island and a small part of the globe, but what we do symbolically can be huge and we can set precedent and models for others to follow. And I just think we need to keep in mind this big-picture issue as we make our decisions here locally. Thank you, Ms. Poindexter. CHR. CHUNG: Okay. Anyone? No? Ms. David. MS. DAVID: Thank you, Chair. And I just want to echo my thanks to Ms. Poindexter and all her efforts. And I think a testifier said it well. When he first came here, the drastic changes that happened in such a short span of time, I think everyone that for generations have been born and raised here, like myself, it's very scary what's happening. So, I thank you, Ms. Poindexter, because I know you've been here all your life and have seen a lot of things that some of our Page 5 Hawaii County Council-24 October 16,2019 newcomers may not have. So, we totally relate to what you're saying, and I totally acknowledge that this is something we need to address or take care of and take care of our own backyard. So, thank you again, and mahalo to everybody. CHR. CHUNG: Okay, anyone else? `Cause once I talk, I'm not calling on anybody else. Okay? All right. I have a lot of fun with my high-school-aged daughter. I mean, she's the one who always has to listen to me rant and rave about things. The latest thing is that whenever I see rain, I tell her, "Autumn is finally here." I don't know. It's kind of hopeful. And Autumn still hasn't arrived, in my opinion. It's still hot. It's still summer. But having said that, we always try to have hope. Someone mentioned hope; I think two speakers mentioned the word"hope,"the most important thing that we've got going for us, really. But at the same time, the last time we were here, and it was quoted in the newspaper, I said it's too late. And it was not a maybe it's too late, it is too late. I recall when I was in, like, the third or fourth grade. I'm pretty sure it was the third grade. We used to have these wonderful science publications that would come to us every maybe week, every month, I don't know. That's when I learned about cryogenics, things that were just science fiction before but, you know, really are starting to develop as we get older. And one of those things was the melting of the glaciers. Okay? And I also remember—it has to have been Lyndon Johnson because JFK(John Fitzgerald Kennedy) had passed. He had died already by the time I could really understand things. And I'm pretty sure, right around the 1960s, `cause I'm that old, he talked about how we were poisoning the atmosphere. So, we're not talking about a recent development or recent realization. We've known about this thing from at least 1965. So, we only have ourselves to blame, not new people. And I've heardI haven't heard it today during the testimony—but there was some mention of corporate greed, the Koch brothers. Okay, yeah, maybe they're part of the problem, but I think they're symptomatic of a greater problem, something that no one here has mentioned. And I view this as the biggest reason why we have global warming and why we cannot go back. We can only treat it like a cancer. You hope that you can delay its effects, but at some point, it's going to catch us. Hey, that's life. There's always an end date to all of this. The dinosaurs died. Took 65 million years later for us to start going, right? Mankind's only been around, as far as I can tell, not even a million years. Overpopulation. Unless we get to the root of the problem, we will never fix it. It's not greed. Look. The rich people, yeah, they might be a part of the problem, but they have every reason to want our species to exist because they have the resources for their kids and grandkids. Think of all the people who are poverty ridden in these third world countries. You think they're thinking about global warming? They're not even too sure if they can live another ten days. Page 6 Hawaii County Council-24 October 16,2019 Overpopulation. In 1965, when Lyndon Johnson, I think, made that statement about us killing the atmosphere, I think we only had about 3, 4 billion people in the world. Right now, unless I'm mistaken, we have 7-plus billion, closing in on 8 billion. That's more than double the population since that initial warning was given. And because of the overall population, you have the competition for natural resources. So, here in Hawaii, yeah, we can do whatever we can. We must. And it has to start with each of us individually. Right? Hopefully, larger governments will step up and really do what they can to delay the inevitable. But when I was in Korea, this was in 2001 now, 18 years ago, I asked the driver, our tour person, "What the hell is that black cloud covering most of Seoul Korea?" He said, "That cloud is coming from China." I haven't been back there since, but I have to believe that thing hasn't gotten any less. And when you look at the clearcutting that's going on in the Amazon forest, we have no chance. We have no control over what's going on there in the Amazon or in China or other places. It's really tough. Unless we can control population, it's just going to be a slow death, sorry to say. But we must do our best to try to control it. We all do our part. And it is an emergency, no question in my mind. It was an emergency back in 1965. Probably 50 years hence, we're going to be in the hottest summer again, and we're going to be saying the same things. Hopefully not. And I'm just hoping that at that time our species continues to exist `cause I have kids. So, anyway, I don't think we can ever be short on words on this subject. This is the greatest threat to humanity ever, no questions asked. It would behoove all of us to do our parts, but we'll just hope for the best, right? Okay. Anyone else? Bill 64: AMENDS CHAPTER 24, ARTICLE 2, SECTION 24-12 OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO VEHICLES AND TRAFFIC Amends "Aliyah's Law"by adding that vehicles with window glazing that is not in compliance with State law and that are parked or operating on public highways may be cited and removed at the registered owner's expense.
