Yamashiro, Chairman and Members, County Council County of Hawaii Hilo, Hawaii 96720 • Dear Council Members: Attached is a copy of resolution which needs to be adopted by the County Council for amendment to the Salary Ordinance. The amendments are results of classification studies completed by this office, which were duly authorized by the Department of Public Works and the Administrative Review Committee in accordance with Section 4-5 (c) of the County Charter. Reallocation of position of Construction Inspector Aid to Assistant Construction Inspector -- reassignment of duties and responsibilities to the lone inspector for the Sewers Division. Reassignment resulted from the increase in sewer projects and larger scope of work to assist the project engineer. Attached is a copy of the class specification. Reallocation of position of Tree Trimming Truck and Ladder Operator (temporary as needed) to Mason (temporary as needed) -- the new duties and responsibilities will provide for more effective and efficient operation in the Hamakua Road District. Distinguishing Characteristics: This class differs from that of Construction Inspector in that the Assistant Construction Inspector inspects various phases of construction projects under general supervision, resolving problems based on precedents or instructions and refers to supervisors when such situations are not covered by precedents or are beyond the scope of their instructions; whereas the Construction Inspector independently inspects various phases of construction projects exercising some discretion in authorizing deviations from plans and specifications or may be responsible for inspecting all phases of construction work in a project of limited scope and complexity. Illustrative Examples of Work: Checks line and grade in the construction of concrete drains, laying of sewer pipes, or in the laying of pavement materials; checks forms for workmanship, alignment and strength; chocks clearing and grubbing of rights of way; checks the pouring of concrete or asphalt; inspects the erection of false work, forms, or the timbering and bracing of trenches; inspects street 'trenching and backfills; makes slump tests for concrete; inspects manhole construction; inspects, examines, checks and oversees York of installing, fabricating and assembling of waterworks projects; makes estimates of work accomplished and notes obstructions encountered; keeps records of labor, materials and equipment used; prepares reports; may o ccasional l y supervise subordinate inspectors. Minimum Qualification Requirements: Training_and Experience: A combination of education and experience substantially equivalent to graduation from high school and 3 years of experience which shall have included the inspection or supervision of workmanship and materials in construction work. • Knowledge of: methods and practices used in the construction of projects such as highways, streets, roads, pavements, sidewalks, curbs, gutters, storm drains, sanitary sewers, catch basins, concrete bridges, footings, pipelines, well drilling, treatment and filtration facilities, excavations and retaining walls; plans and specifications relating to a variety of construction projects; construction equip- ment and their proper usa; mathematics; safety practices and procedures. Ability to: read and interpret plans and specifications for construction projects; relate lines and grades indicated by survey stakes to construction jobs and check apparent discrepancies between stakes and plan of the project; determine ASSISTANT CONSTRUCTION INSPECTOR -2- quality of materials and workmanship through inspection and determine compliance with specifications; observe good construction practices and recognize deviations therefrom; make mathematical computations; keep records; prepare reports; deal tactfully and effectively with contractors and the general public; understand and carry out oral and written instructions. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties. APPROiVED: June 20, 1972 Director of Personnel Services PART I.NLENT oF CIVIL SERVICE COUNTY OIC HAWAII AInSON Duties Summary: Performs skilled work in the construction, alteration, maintenance and repair of masonry structures and appurtenances; Milds forms for concrete work and performs other related duties as required. Distinguishing Characteristics: This class is dintinguished from other classes in other trade areas by its primary responsibility for performing skilled work in the construction, alteration, maintenance and repair of masonry structures and appurtenances. Examples of Duties: Constructs sidewalks, steps, curbs, footings, ramps and stonewalls using bricks, stones, concrete blocks, hollow tiles and poured concrete; constructs and repairs stone work on bridges, walks and retaining walls ; constructs forms for sidewalks , walls and storms drains, fills forms with concrete and removes forms; cuts and shapes bricks, hollow tiles and stones preparatory tc setting; mixes concrete; may supervise the work of helpers; may perform other duties in other trades when not occupied as a mason. Minimum Qualification Requirements: Training and Experience: Al combination of education and experience sub— stantially equivalent to completion of the eighth grade, and successful completion • of apprenticeship training or four 3iears of experience in masonry work under a journeyman mason. Knowl e of: the practices, tools, equipment and materials used in the masonry trade; the various kinds of brick, stone and tile and their adaptability and uses; proper proportioning of mortar for a variety of purposes; characteristics and adaptabilities of different mortar mixes; occupational hazards and safety precautions of the trade. - Ability to: mix and pour concrete; mix mortar to the proper consistency; align walls; construct forms for concrete; cut and shape stones and bricks ; under— stand and follow oral and written instructions. • Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
