Resolution No. 288
WHEREAS , the number of producing artists and crafts
persons in the community is growing and there is a resurgence
of the traditional arts and crafts among various ethnic groups
which make up our community; and
WHEREAS , there is a need for a bonafide arts and cultural
center in Hilo where information about opportunities , resources ,
and activities in the arts and culture of the various ethnic
groups can be obtained; and
WHEREAS , there is a need for available and more permanent
rehearsal space, a small performing arts theater, a place for
workshops and demonstrations in the various art media, an art
gallery, and an outlet for individual and budding articts and
Graf tspersons ; and
WHEREAS , the arts as a discipline develops , in a way no
other discipline does , the creative, imaginative , inventive
mind needed for survival as an individual , as a community,
and as a nation; and
WHEREAS , the downtown area is most assuredly in need of
revitalization economically, aesthetically, physically, and
as an urban center to provide a place for people to congregate
and to communicate , to exchange ideas and goods , and to have
access to a broader range of expression of life ; and
WHEREAS , Kalakaua Square and its surrounding areas were
once royal lands , the seat of government , and a place where
many cultural events have taken place in the past ; and
WHEREAS , the old Police Station site is within walking
distance to other cultural resources -- the Lyman House
Memorial Museum, the Hilo Library, the various churches ,
Kulana Naauao, and other unpublicized and, as yet , unrecog-
nized, historical and cultural treasures .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the old Police Station site and building
on Kalakaua Street remain a public building.
BE IT FURTHER RESOLVED that the East Hawaii Cultural
Council , a non-profit corporation, funded by the State Founda-
tion on Culture and the Arts and the National Endowment for
the Arts be given a one-year lease option of One Dollar ($1. 00)
from the date of adoption of this resolution to come forth with
a plan for renovation, staffing, funding , and maintenance for
the development of such a center for the County of Hawaii and
particularly for the city of Hilo.
BE IT FURTHER RESOLVED that the County Clerk be directed
to transmit a copy of this Resolution to the East Hawaii
Cultural Council and to the Mayor of the County of Hawaii.
