HomeMy WebLinkAboutRES 286 Draft 01 1976-1980 • 4 County of Hawaii—State of Hawaii Resolution No. 286 WHEREAS, the Hawaii Geothermal Project is developing an alternative energy resource which, if developed properly, can mean substantial benefit to the people of the Big Island of Hawaii as the result of envisioned applications of geothermal energy for various industrial and food processing uses on Hawaii; and WHEREAS, the planned development over a four-year period of a wellhead generator designed to demonstrate the feasibility of generating "base load" electricity at the HGP-A test well in Kapoho, which is in the Puna District of the County of Hawaii , has brought our community an effective step closer to the promise of Hawaii ' s alternative energy resources ; and WHEREAS, various major international undersea mining consortia have expressed their interest in examining the Big Island as a possible site for the establishment of the manganese nodule processing industry, indicating that the potential avail- ability and applicability of the geothermal resource provides considerable incentive to their decision in favor of a Big Island siting; and WHEREAS, the Hawaii Geothermal Project Development Group, a consortium of the State of Hawaii, University of Hawaii, and County of Hawaii, will propose to the United States Department of Energy a program of "Field Experiments for Direct Uses of Geothermal Energy" in response to the Department' s Program Oppor- tunity Notice (PON) EG-78-N-03-2047 , in which the Development Group will establish a DOE cost-shared facility to research and demonstrate the cost effective utilization of the Hawaiian geothermal resource -- including process steam, process water, and geothermally generated electricity -- for the processing of manganese nodules; and WHEREAS, the participation and support of the Big Island community, Hawaiian commercial interests , the undersea mining industry, and the County, State and Federal governments are being solicited for the evaluation of four candidate process routes for first generation manganese nodule processing, utilizing the sub- ject geothermal resource; and WHEREAS, it is important that Hawaii County actively participate in such critical industry testing in our community so as to effectively set policy for government' s participation in such new industry for Hawaii; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it takes this means to fully and enthu- siastically support the efforts described herein of the Hawaii Geothermal Project Development Group. BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be and is hereby directed to transmit true copies of this resolution to the Honorable George R. Ariyoshi , Governor of the State of Hawaii ; the Honorable Herbert T. Matayoshi , Mayor of the County of Hawaii; and to the Hawaii Geothermal Project Development Group.
