Resolution
WHEREAS , the Hilo Downtown Development Plan, adopted by
the County Council as Ordinance 53 , contains proposals and
guidelines for the revitalization and redevelopment of downtown
Hilo; and
WHEREAS, the Mayor and the County Council have sought to
implement the Plan in various ways , particularly by the recently
proposed innovation of a joint venture by property owners and
the County to redevelop the Ponahawai-Kilauea-Mamo Street block
for retail center use and a parking facility; and
WHEREAS , by fostering this joint public/private venture,
there is direct private citizen involvement on the part of the
property owners to help minimize the total public cost of the
redevelopment project,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it endorses the concept of joint public/private
venture for the redevelopment of the Ponahawai-Kilauea-Mamo
Street block.
BE IT FURTHER RESOLVED that any General Fund of the County
of Hawaii which shall be expended for the redevelopment of the
Ponahawai-Kilauea-Mamo Street block shall be pursuant to an urban
renewal plan which shall contain a proposal for reimbursement to
the General Fund of the County and such assistance shall be
provided to other developers pursuant to the compliance with the
Hilo Downtown Development Plan.
BE IT FURTHER RESOLVED that Resolution 236 , as amended
and adopted on March 18, 1978, be hereby repealed upon adoption
of this resolution.
BE IT FURTHER RESOLVED that a certified copy of this Resolution
be forwarded to the Hilo Downtown Improvement Association and
the Hawaii Island Chamber of Commerce.
