No. 550 PLACE: Council Chambers Hilo, Hawaii TIME: 4:31 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 550, reports as follows: Communication No. 550, transmitted by Mayor Harry Kim on October 18, 2019, submitted for the Council's review his nominee to the Board of Appeals, Stacey E. Aguiar of Kailua-Kona Council District 8. If confirmed, Ms. Aguiar would fill a vacant term ending December 31, 2019 and would qualify to apply for reappointment to a full five-year tern thereafter. Ms. Aguiar is the Deputy Director of Public Safety for the Ironman World Championship events, former Operations and Development Manager of Manini holdings, and Project Superintendent/Project Manager for GM Construction, Inc. She has also volunteered for the Office of the Prosecuting Attorney, Kamehameha Canoe Club, Hawaii Association of Athletic Volunteers, and was the founding volunteer for Gold Cast Little League. Ms. Aguiar holds a Bachelor of Arts degree from California State University and was born and raised in Hawai`i. Appearing before Your Committee via videoconferencing from the West Hawaii Civic Center was Ms. Aguiar, with Mayor's Executive Assistant Rose Bautista in Hilo to introduce her. Ms. Aguiar expressed her appreciation for the nomination and was looking forward to volunteering her time and contributing to the community in this capacity. Council Members Rebecca Villegas and Karen Eoff thanked Ms. Aguiar for her willingness to serve on the Board of Appeals. Committee Vice Chair Susan Lee Loy thanked the candidate for stepping up and serving. She then asked Ms. Bautista about the requirements of the Board of Appeals regarding district representatives and expertise in construction and planning. Ms. Bautista explained that all candidates nominated by the Mayor for any board or commission are vetted and qualified. She then agreed to send additional information to Vice Chair Lee Loy about these processes. Ms. Aguiar wanted to clarify her expertise and explained that she had an extensive background in construction, development, and planning and was confident she would be able to contribute to the Board with her knowledge. Vice Chair Lee Loy noted she had all the confidence in Ms. Aguiar, she just wanted to find out more specifics about the Board itself and that when the various term limits end for members, there is sufficient expertise remaining on the Board. Committee Chair Ashley Kierkiewicz noted that there was perhaps some confusion as a page was missing from the application that had been distributed to Your Committee. PC Report No. 31 I I c PC-31 Page 2 November 5,2019 I Council Member Matt Kaneali`i-Kleinfelder wanted to know if James McCully was on the Board, and Ms. Bautista confirmed that he was. The vote was taken on the motion to move this measure to Council with a positive recommendation and passed unanimously with eight"ayes." Chair Kierkiewicz informed Ms. Aguiar that she was not required to appear at the full Council meeting on November 20, 2019. Pursuant to Section 6-9.2 of the Hawaii County Charter,the Board of Appeals shall consist of seven members who shall be appointed by the mayor and confirmed by the council ,C Your Committee on Planning is in accord.with the purpose and intent of Communication No. 550, and recommends confirmation of the appointment of Stacey E. Aguiar of Kailua-Kona Council District 8, to the Board of Appeals.
