No. 551 PLACE: Council Chambers Hilo, Hawai i TIME: 4:31 p.m. Council Chair and Members Hawaii County Council j Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 551,reports as follows: Communication No. 551, transmitted by Mayor Harry Kim on October 18, 2019, submitted for the Council's review his nominee for the Kona Community Development Plan Action Committee, Marisa R. Bankston, a Kailua-Kona resident. It was noted that Ms. Bankston is a Kailua-Kona resident, born and raised on Hawaii Island, who works in homeowner association management at Associa Hawaii. She holds an Associate of Science degree and serves as Board President of West Hawaii Explorations Academy Foundation, a member of the Economic Committee for the Kona-Kohala Chamber of Commerce, and on the Work Site Committee of the Blue Zones initiative. Appearing before Your Committee via videoconferencing from the West Hawaii Civic Center was Ms. Bankston, with Mavor's Executive Assistant Rose Bautista in Elilo to introduce her. Ms. Bankston expressed her gratitude and desire to be solutions-focused. Council Member Karen Eoff noted that she was not familiar with Ms. Bankston, but hoped she would become well-versed with the CDP and the work that had been done over the last several years by the j Action Committee. Ms. Bankston noted that she would do research and get up to speed as quickly as she could. Council Member Eoff thanked Ms. Bankston for her willingness to serve and invited Ms. Bankston to come to the West Hawaii Civic Center to meet with the Council Members based out of that office at any time. 1 Ms. Bankston elaborated and explained that she was interested in and wanted to lend her expertise on a body related to planning. She stated she was born and raised on HaNvai`i Island, a mother, and volunteering to help future generations. Committee Chair Ashely Kierkiewicz let the nominee know that the plan had just been revised and recommended that she meet with Council Member Rebecca Villegas and the Planning Department to assist her with preparing for her term on the Kona CDP Action Committee. The vote was taken on the motion to hove this measure to Council with a positive recommendation and passed unanimously with eight"ayes." Chair Kierkiewicz notified Ms. Bankston that she was not required to appear at the full Council meeting on November 20, 2019. PC Report No. 32 PC-32 Page 2 November 5,2019 Pursuant to Article 3, Section 16-5 of the Hawaii County Code, Community Development Plan Action Committees shall consist of nine members with a primary residence in the area covered by the Community Development Plan, and shall be appointed by the Mayor and approved by the Council. Your Committee on Planning is in accord with the purpose and intent of Communication No. 551, and recommends confirmation of the appointment of Marisa R.
