Your Committee on Planning, to which was referred Communication No. 552, reports as follows:
Communication No. 552, transmitted by Mayor Harry Kim on October 18, 2019, submitted for the
Council's review his nominee for the Kona Community Development Plan Action Committee,
Roselyn C. Molina, a Kailua-Kona resident. It described Ms. Molina as a Business Agent for ILWU
Local 142 with previous experience as a guest service agent and PBX operator in the hotel industry.
Ms. Molina had also volunteered with the Hotel Industry Charity Walk, rood Basket, Holualoa School,
and numerous school fundraisers. Born in the Philippines, Ms. Molina was raised on Hawaii Island and
earned a Certificate in Business and Hospitality from Hawaii Community College.
Appearing before Your Cominittee was the nominee and Mayor's Executive Assistant Rose Bautista.
Ms. Molina thanked Mayor Harry Kim for the nomination and the chance to serve so that she could give
back to the community. She stated that she wanted to learn more about the planning process and be
involved with it more intimately.
Council Member Herbert "Tire" Richards made mention that the nominee's children had gone to college
to play basketball, and that he had likely met one of her daughters there, as he noted his allegiance to
Washington State University. He stated he knew that Ms. Molina was a hard worker, commended her
for stepping forward to serve on the CDP Action Committee, and would be supporting her nomination.
Ms. Molina stated that she was also serving for her children and the future of Hawaii Island, in the
event her children return to live here. Council Member Richards acknowledged this, noting that
everything that had been discussed during the day was about setting the stage for future generations.
Council Member Maile David also mentioned Ms. Molina's three daughters and that they had attended
Konawaena High School. She thanked the nominee for agreeing to do community service and was
supporting the nomination.
Council Member Rebecca Viilegas thanked Ms. Molina for her willingness to serve, noting that the
county had been in the process of revising and updating both the General Plan and the Community
Development Plans,making sure that all components were in alignment. She stated that the community
in her district was invested in the CDP and encouraged Ms. Molina to reach out and touch base with
both the Planning Department and her,though she was also still learning about these processes.
Committee Chair Ashley Kierkiewicz thariked Ms. Molina for her lifetime of hard work. She stated that
Ms. Molina would bring a beneficial lens to the committee as a business agent for ILWU and an
advocate to help local families stay on the island.

The vote was taken on the motion to move this measure to Council with a positive recommendation and
passed unanimously with eight"ayes."

Chair Kierkiewiez informed Ms. Molina that she was not required to appear at the full Council meeting
on November 20, 2019.

Pursuant to Article 3, Section 16-5 of the Hawaii County Code, Community Development Plan Action �
Committees shall consist of nine members with a primary residence in the area covered by the
Community Development Plan, and shall be appointed by the Mayor and approved by the Council.

Your Committee on Planning is in accord with the purpose and intent of Communication No. 552, and
recommends confirmation of the appointment of Roselyn C. Molina to the Kona Community
Development Plan Action Committee.
