Your Committee on Finance, to which was referred Resolution No. 362-19, reports as follows:
Resolution No. 362-19, transmitted by Finance Director Deanna Sako, via Communication No. 554
dated October 18, 2019, authorizes the payment of funds of a later fiscal year and of more than one
fiscal year for a multi-year lease for the Hawaii County Police Department.
This resolution authorizes the Mayor to enter into a five-year lease agreement for 150 mobile data
terminals, with the cost for the entire five years not to exceed $450,000.
Don Jacobs, Information Technology Section of the Hawaii County Police Department explained that
mobile data tenninals are used by the officers in the field to assist them in carrying out their daily duties.
He stated the Police Department has less than 300 functional machines at this time and there are 450
sworn officers. Mr. Jacobs commented that the 150 mobile data terminals will help replenish terminals
that are failing. As of January 2020, Windows 2007 will be at the end of life for the system and the
Police Department is hoping to upgrade at least 100 of the mobile data tenninals to Windows 2010.
At this point in time they are beyond support and maintenance and as units fail there are less and less
available in the field.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 362-19, and
recommends its adoption.
